Oh, wait, maybe he'll expose his plan in his "I lost" speech: "Had I been elected, this would have been my plan... yada yada, BS, etc." LOL

Kerry is not going to tell us his plans. This is sort of his IM GONNA HAVE A DREAM, AFTER THE ELECTION speech.
