So now a federal appeals court has ruled. (not to mention the highly democrat infested Florida state supreme court). Is this at all binding on other states? Is it binding if the state election board issues the ruling?

Federal law allows people to get provisional ballots if they are in the right jurisdiction.I often wonder why some laws are vague enough for creative judges to drive an aircraft carrier too. I am increasingly convinced that judges are not the sharpest tools in the drawer.
OK so maybe "only" 99% of us deal with precincts; why couldn't the law say "'precinct', or alternative jurisdiction"?
