LITTLE ROCK, Ark. (AP) -- Asa Hutchinson told a newspaper he plans to resign his post with the Homeland Security Department on Monday after he was passed over twice by the Bush administration to be secretary of the department.
Hutchinson, a former Arkansas congressman and former federal drug czar, is the undersecretary for border and transportation security issues. He said his resignation would be effective March 1 to allow a more seamless transition when secretary-designate Michael Chertoff takes over the department from Tom Ridge.
"It was just a good time to change for me personally and for the department," Hutchinson told the Arkansas Democrat-Gazette.
President Bush announced on Jan. 12 that Chertoff, a federal appeals court judge, was his second nominee to be secretary of the agency. The president's first choice, former New York City Police Commissioner Bernard Kerik, withdrew citing immigration problems with a former nanny.
Hutchinson, 54, has said that he was disappointed that he wasn't selected to be secretary but is excited about other options, including a possible run for Arkansas governor in 2006. But Hutchinson didn't give any definite political plans for the future.
"We'll wait and see," Hutchinson said. "I'm ruling nothing out. I'm taking the decision-making process a step at a time."
Hutchinson served three terms in Congress, representing the state's 3rd Congressional District. He served as head of the Drug Enforcement Administration and then in the Department of Homeland Security.
Hillary's planning on riding that horse - and if the Republicans and Conservatives don't wise up, she'll be riding that horse right into the White House in '08.
I prophesied over two years ago that if the Republicans did not seize the immigration issue, the Democrats would. The issue is just stuck there like the sword in the stone. Whoever can pull the issue out will gain the throne.

Call me a bandwagon jumper.
Although my community of 50,000 is located hundreds of miles from the Mexican boarder (near Fresno, CA) it has literally become part of Mexico in the past twenty years. Since WWII, the cultural makeup of this small, farming community has changed from 12% Hispanic to 88% Hispanic. Of these Hispanics, 40% are illegal aliens and 85% are the consequence of illegal immigration.
As these new immigrants, with no experiences operating medium sized businesses, took over operation of the town it descended in the third world with respect to civic order and provision of services. A town, which at one time had a thriving CBD and met the needs of most of its residents has become a cultural ghetto which requires the cooperation of local, county and state law enforcement agencies, running joint patrols. to maintain the peace. Only groceries and some dry goods are available locally. Most shopping for durable goods and large ticket, consumer items has to be done in the nearby big city.
While George Bush is at the end of a long line of presidents that has done little, or worse, to stem the tide of illegal immigration, Bush has done more than most to increase illegal immigration. Every time Bush makes an immigration policy pronouncement, illegal immigration rises dramatically as he holds out the carrot of legality without substantial penalty. Every time Bush enforces his "no child ..." policies he costs California taxpayers $10K per year per child as he forces California to educate Mexico's poor. Today almost 1/3 of California's budget goes to meet the consequences of illegal immigration and George Bush is part of the problem, not part of the solution.

There is an ongoing argument in my office about this. Since DHS was created, most of us believed CBP and ICE should never have been separate, but a few (mostly management) disagreed.
The merger has already started. This past year, all of ICE's air assets were transferred to CBP. That was only step one. The pro ICE folks won't be happy to see this report.

He should have resigned earlier since HE REFUSES TO ENFORCE THE LAW on immigration. This is the guy who actually had the ba**s to say Americans really don't want the immigration laws enforced. HOW LITTLE HE KNOWS. HOW OUT OF TOUCH CAN A BUREAUCRAT GET?
Actually I am hearing that it is nearing open revolt at ICE. Several Investigators sent an open letter of non support for their management and basically said they wanted to go to CBP.
ICE has been broken form the start, D&R is a under funded mess. The jails arent being checked and there does not seem to be priority in their mission. They got stuck with the legacy INS infrastructure and it shows.
Actually it's the legacy Customs infrastructure that is screwing everything up. It's the same in CBP, except for BP, which got to keep its infrastructure.
Prior to this whole mess, everyone in INS thought getting rid of the INS management was a good thing. It turns out the Customs was 10 times worst.
All of ICEs and CBP's problems are because of legacy Customs and the way they micromanage everything.
D&R is under funded because legacy Customs management took all the cash.
Clearly appointing nearly all the legacy Customs people as port directors was short sighted and I agree with you on the micromanagement (SEACATS comes to mind). But at least Bonner has a law enforcement focus and background unlike the string of buffoons who served as INS Commissioner.
Meissner came from the International Endowment for Peace and they put her in charge of border protection of all things.

I think Asa's a nice guy .. but maybe not suited to such a dept where tough measures are required.
Thats true. Most of us like Bonner, but he has no power. With the likes of Asa and Tom above him, he's fighting to survive.
Well one thing is for sure, we still have a lot of work to do.
