Only a mostly empty one can "explode." The part that explodes is the fumes. The auxiliary fuel tanks that a plane would drop would contain a little fuel and a lot of fumes, just the right mixture for a nice explosion and a very small fire.
A full fuel tank would burn, but not explode. Of course, if a full fuel tank hit the ground hard enough, the fuel would mix with air (oxygen) and explode.

Are fuel tanks separable from the aircraft or is it integral to the structure of the aircraft. Fuel is carried in the wings as a tank is it not?
