Is this signed by both House and Senate ? Why is Senate meeting at midnight? I Am confused.

The Senate passed the bill by unanimous voice vote. The House has not passed the bill since a few democrats opposed it earlier today. The House is reconvening at midnight tonight, and if they have a quorum of 218, they will be able to pass it and send it to the President.
But this bill only gives standing to Terri's parents in Federal Court. Federal judges will need to review the case and overturn or stay the FLA court judge's order. Her parent's lawyer has teed up the Federal court to be ready to act as soon as the bill is signed. At least that's my understanding.
The Dims may want a roll call vote at 12:01 AM this morning, which may take some time to get members back.
