Incorrect, CCD artifacts can take many different forms, depending on which of the many possible failure modes is involved, including several adjacent lines that don't extend to the frame edge (similar in form to figure 1).

Unless you're holding out for a video card or somesuch, components are pretty cheap nowadays. If anything, they're going to increase in price--RAM especially.
Grab a GeForce 6800 vanilla (non-Ultra, non-GT) for $230 or so, and you'll be set for the next three years, especially if you unlock its shut-off pipelines.
