Yes, Jeb should be obeying the law. He should also be MAKING it.
He believes, as most, in the supremacy of the courts.
It is high time that the leaders of the republic think outside the box. If there can be an agreement with the legislature that they won't impeach, then the governor can stick it to the judge but good.
