You are so right, just a theory, and moreover, if the Bushes did not know any other way, what a scary thought for our country that such leaders are ignorant of the separation of powers.
Jeb knew of other and proper alternatives, but didn't take them. In Jeb's case, he knew of what would work and what the God of his faith would direct, and instead chose a lesser god.
Once again, what a scary thought he might have been taught such stuff in his own home and would bring that teaching to his role as Lieutenant Governor to Greer.

I'll never forget Bush Sr. talking about a New World Order" during his presidency. I was shocked when he said it, but I just wonder if the Bush's are as sincere as they pretend. Their actions or in this case inactions tell me what I need to know.
