OPINION-SPECULATION...
Shoes are part of safety equipment...you never know what you may be stepping on, walking through, etc.
I'm sure the leo's will file a lawsuit when the first injury occurs and I'm doubly sure that if officers are in fresh pursuit; they aren't going take the time to take off their shoes.
I could be wrong.
