The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

But the New York Police Department is teaming with British authorities to determine whether those items were worn by suspects in the London terror cases to send a "purposeful message" to the city, according to an NYPD officials.

David Cohen, the NYPD's deputy commissioner of intelligence, raised the concern earlier this week at a security briefing for business leaders at police headquarters in Lower Manhattan.

This is the first time I have been to this site, if all of it is the same quality as this article, it is one to search.

U.S. Says Terrorists May Pose As Vagrants

In the world of jihad, not everything is as it seems. The homeless person on the corner that you passed on your way to work this morning, for example. What if he's not "just watching all the girls go by?" From AP, with thanks to Jeffrey Imm.

WASHINGTON - Asking for increased vigilance in the wake of the London bombings, the government is warning that terrorists may pose as vagrants to conduct surveillance of buildings and mass transit stations to plot future attacks.
"In light of the recent bombings in London, it is crucial that police, fire and emergency medical personnel take notice of their surroundings, and be aware of 'vagrants' who seem out of place or unfamiliar," said the message, distributed via e-mail to some federal employees in Washington by the U.S. Attorney's office.

It is based on a State Department report that was issued last week. The State Department had no immediate comment Monday.

The warning is similar to one issued by the FBI before July 4, 2004 that said terrorists may attempt surveillance disguised as homeless people, shoe shiners, street vendors or street sweepers...

JERUSALEM – A website affiliated with al-Qaida yesterday announced
the terror groups' Iraq insurgency leader Abu Musab al-Zarqawi was
responsible for last week's rocket attack that nearly hit a U.S. naval
ship in the Gulf of Aqaba and an airport in Israel's Eilat port town,
driving home fears here the terror chieftain has established a base in
Jordan intent on carrying out attacks against both the Heshamite
kingdom and the Jewish state.

Some are pointing to ideological connections between Zarqawi's group
and Hamas, and warning al-Qaida may try to gain a foothold in the
Gaza Strip after Israel's departure from the area.

On a website affiliated with al-Qaida's Abdullah Azzam Brigades,
Zarqawi this morning claimed his "Al-Qaida of the Two Rivers" carried
out the "raid on Aqaba and missile firing on Eilat." The statement also
said terrorists involved in the attack returned safely to their "base" in
Iraq, challenging Jordan's arrests yesterday of militants it suspects
were behind the rocket launchings.

Jordanian officials announced they detained Mohammed Hassan
Abdullah al-Sihly, a Syrian national with ties to the Abdullah Azzam
Brigades accused of plotting the attack and firing the missiles with two
of his sons and an Iraqi militant. The officials said the alleged plotters
were part of an Iraq-based terrorist group led by Iraqi Mohammed
Hamid Hussein, know to be involved with the Abdullah Azzam
Brigades.

Al-Sihly, who lives in Amman, had been surveying sites for the attack
in Aqaba since Aug. 6, the Jordanians said.

On Friday, Katyusha rockets were fired toward two U.S. warships
docked in Aqaba and an Israeli airport in Eilat. One missile struck a
Jordanian military hospital. A Jordanian soldier was killed in the
attacks.

Zarqawi was immediately suspected of involvement. Audiotapes
purportedly from Zarqawi recently vowed to punish Jordan's rulers for
"aiding the treacherous enemy America." The Iraqi terrorist was
suspected last year of plotting a chemical attack against U.S. officials
in Jordan, and has long talked of striking the "Zionist enemy" and U.S.
interests near the Jewish state.

The strike in Eilat set off an internal debate here about whether the
missile was an intentional hit against Israel, or strayed from targeting
America's naval ships in Aqaba.

Officially, a spokesperson for the Israeli Defense Forces would only
say the attack is "still being investigated." But military officials told
WND the Katyusha strike near Israel's coastal airport is being taken as
an al-Qaida-linked attack directed against Israel.

"We believe Eilat was the target," a military official said. "This leads to
questions about a new cell established in Jordan to open a new front
and attack U.S. and Israeli interests right here. Jordan is a major
supply route for American efforts in Iraq."

The official said Jordanian forces were combing the country for a new
al-Qaida network with suspected bases on their soil.

Jordan denies providing logistical backing to President Bush's military
campaign in Iraq, though the U.S. Army has said in briefings it has
used the country as a main supply route.

The Aqaba and Eilat attacks were immediately claimed by al-Qaida's
Abdullah Azzam Brigades, an umbrella group that is said to include
Zarqawi's network, and which claimed responsibility for attacks in
Sharm el Sheikh in July and Taba last year, which together killed more
than 100 people.

Dr. Reuven Erlich, director of the Terrorism and Intelligence
Information Center at Israel's Center for Special Studies, told WND
ideological links between the Azzam Brigades and Hamas is of major
concern, particularly as the Palestinian terror group gains a foothold in
the Gaza Strip in the wake of Israel's pullout from the area.

"The connections between Hamas and Abdullah Azzam are deep and
need to be addressed," said Erlich. "We found Azzam's picture on
Hamas posters from Gaza and a lot of Hamas' material. He is one of
the most important figures in both al-Qaida and Hamas Palestinian
terrorism."

Azzam, from the north Samarian village of Silat al-Harithiya, was an
early member of the Muslim Brotherhood. He met Osama bin Laden in
the early '80s and, according to many reports, became his main
spiritual mentor. He wrote a book, "The Defense of Muslim Lands, the
Most Important Personal Duty," stressing that land previously under
Islamic control must be returned by way of jihad. The book, widely
touted by Hamas, is among al-Qaida's stated guidelines for its global
jihad.

During Operation Defensive Shield in March 2002, Israel captured a
large amount of Hamas material containing the images and doctrine of
Azzam.

According to an analysis of the Hamas material by the Center for
Special Studies: "Azzam's portrait in materials reveal that he is
perceived by Hamas as one of the four 'outstanding figures' of the
Islamic 'struggle' in Palestine and around the world. ... Dr. Azzam is a
prominent source of inspiration for global jihad. By glorifying him and
turning him into a role model, Hamas exceeds its Palestinian-national
aspect and positions itself ideologically in the global jihad camp,
although in fact at this time its terrorist-operational activities are
focused only on Israel and the PA-administered territories."

With Israel yesterday completing its evacuation of Jewish homes in
Gaza, there has been concern al-Qaida, including groups linked to
Zarqawi, is looking to establish a cell in the area.

A group calling itself Jundallah or "Allah's Brigade" claimed in May it
set up shop in Gaza. The new terror group is said to consist mainly of
former Hamas and Islamic Jihad members who believe Palestinian
terror groups have become too moderate. Jundallah says it has close
ties to al-Qaida in Afghanistan, Pakistan and Iran.

Also, several al-Qaida-connected militants have been arrested by
Israel's Shin Bet Security Services for attempting to set up cells in
Gaza.

Yaacov Amidror, former chief of research for Israeli military
intelligence, told WND, "It's becoming clear Hamas will take over
Gaza when Israel leaves. Today, one of the weaknesses of al-Qaida is
its lack of a safe haven in the Middle East. The new realities in Gaza
will make it one of the most convenient places for al-Qaida to base
their global operations. The Gaza Strip will become a paradise
because it will be area in which the population and the terror groups in
power, especially Hamas, share the same ideology as al-Qaida."

Amidror said al-Qaida is not seen by Hamas as a threat to its
dominance in Gaza.

"Al-Qaida isn't seeking control of Gaza. Hamas emphasizes the war
against Israel before the struggle against the rest of the West, the
Christians and the non-Islamist world. Al-Qaida would use its Gaza
base to fight against infidels around the world."

Button device set off bombs

THE four suicide bombers who killed 52 other people in London on July 7
triggered the bombs themselves by pressing a device similar to a
button.

Senior police sources said last night that the finding provides
potentially important clues about the bombers' planning and technical knowhow.

It also dispels theories that the bombs might have been set off by
alarm settings on mobile phones, a method used in the Madrid bombings in
March last year. A police source said: "They were manually activated . .
. there were no mobile phone timers on the 7th."

Jermaine Lindsay, 19, Shehzad Tanweer, 22, Mohammad Sidique Khan, 30,
and Hasib Hussain, 19, died in the attack.

The four failed London attacks on July 21 were also activated with a
push-button device. A Scotland Yard spokesman said that the investigation
was continuing.

WASHINGTON, Aug. 23 -Acknowledging public frustration over illegal
immigrants, Homeland Security Secretary Michael Chertoff said Tuesday that
the federal government's border control efforts must be significantly
strengthened.

"We have decided to stand back and take a look at how we address the
problem and solve it once and for all," Mr. Chertoff said at a breakfast
meeting with reporters. "The American public is rightly distressed
about a situation in which they feel we do not have the proper control over
our borders."

The unusually blunt assessment by the nation's top immigration official
follows border-related emergency declarations by the governors of New
Mexico and Arizona, who cited a surge in smuggling and violence
associated with a steady flow of illegal immigrants.

The strategy that Mr. Chertoff said his department was preparing goes
far beyond hiring more Border Patrol agents and installing more
surveillance cameras, infrared and motion detectors, and fences, initiatives
that are already planned or under way.

In addition to those apprehension efforts, the secretary intends to
bolster the deportation process so that an overwhelmed detention system
does not cause illegal immigrants to be set free instead of being sent
home. He plans to add beds for detainees, expedite deportations by making
more judges and lawyers available, and try to track down more illegal
immigrants who do not appear for deportation hearings.

Over the last decade, the number of Border Patrol agents has climbed to
about 11,000 from 4,000. The number of arrests of illegal migrants
along the border, meanwhile, a figure that had dropped after the Sept. 11
attacks, has surged in the last couple of years, and again tops more
than a million annually.

So many illegal immigrants from countries other than Mexico are being
caught - 142,500 so far this fiscal year, compared with 39,555 in all of
2000 - that thousands are released within the United States before
deportation proceedings because there is not enough space at detention
centers.

"If you have not arranged for the beds, you have not arranged to remove
them, you are going to have to release them," Mr. Chertoff said. "That
is completely a waste of time."

Bail denied for Lodi terrorism suspects

SACRAMENTO - A federal magistrate on Tuesday rejected a request for a
bail hearing for a Lodi father and son held on terror-related charges.

In a related development, the government's chief prosecutor revealed
for the first time why two Lodi religious leaders caught up in the same
investigation were deported without being charged with a crime.

U.S. Magistrate Judge Dale Drozd ruled there were no new circumstances
that would justify releasing Hamid Hayat, 22, and his father, Umer
Hayat, 47. In June, both were ordered held without bail on charges of lying
to federal investigators about the younger man's alleged attendance at
an al-Qaida terrorist training camp in Pakistan.

Drozd said there is "an extremely high flight risk" if the two were
freed, given their financial and family ties to Pakistan. But he told
defense attorneys they can try again by presenting evidence that they can
post a higher bail than they had previously proposed.

Umer Hayat's attorney, Johnny Griffin III, said the Hayats will offer
to put up as collateral Lodi properties he valued at more than $500,000,
though Drozd said even that wouldn't likely be enough to prompt their
release pending trial.

The two men are the only ones criminally charged despite a federal
investigation into alleged terror activities among Muslims in Lodi, an
agricultural town of 62,000 about 35 miles south of Sacramento.

Two Islamic religious leaders were ordered deported to Pakistan after
the government said they overstayed their religious visas. They were
never charged with any crime, despite the government's allegations that
they intended to set up a terror training camp in Lodi.

U.S. Attorney McGregor Scott said he remains convinced that Shabbir
Ahmed and Muhammad Adil Khan were a danger but said most of their
suspicious activities were in the past and in Pakistan.

"You had Muhammad Adil Khan being intimately associated with a radical
madrassah in Pakistan. His father is one of the godfathers of the
radical Muslim movement in Pakistan. He fought the Soviets in the Afghan war
in the late '70s," Scott said, speaking to the Sacramento Press Club.
"And then Shabbir we know gave speeches shortly after the American
invasion of Afghanistan in the fall of 2001 exhorting Pakistanis to go ...
kill Americans."

But Scott said he concluded that there was not enough evidence to
unanimously convince a 12-member jury that they were guilty of any crime.

"We have no doubt that these men posed a threat, but we have to be able
to prove what that threat was. So the conclusion was that ...
immigration was the better route to go because they will be out of here and they
will be barred from coming back," Scott said.

Saad Ahmad, the attorney who represented the men on their immigration
charges, said Scott's comments illustrate his clients' innocence.

"They haven't given us any concrete evidence that my clients were
involved in any criminal activities," he said. "Had they brought criminal
charges against my clients, the case would have been thrown out."

Khan was deported Aug. 15, while Ahmed's deportation is imminent,
officials said.
