Why don't they issue the landowners a share of the proceeds of the highway, say 0.1 cent per car that crossed the land that used to be theirs?

Actually, SB7 gives very little protection involving the TTC. Give the local Commissioners something to make their budgetary life easier, and farmer Brown will have a truck stop in his back yard mucho pronto.

Also does not undo the Freeport land grab, the Cowboys' stadium in Arlington is specifically exempt, and the "blighted areas" provision creates a loophole a greedy city could drive a D7 through.

Far from the Constitutional amendment we hoped for, maybe next session. That bill got hijacked by Beverly Wooley of Houston, Chair of House Calendar Comm. In truth, probably as good as it was politically possible to do this time. Keep up with it, maybe next regular we can get a better bill. Good source on this is Texas Public Policy Foundation, don't have the url handy. If you go there, Bill Peacock is the man on this issue.
