The twin weaknesses in the state and local government's response to this storm is that they clearly had no plans in place to handle and collect the large numbers of people that would become trapped and isolated by the storm if the levee broke and they clearly lacked the creative thinking to "innovate" their way out of the mess.

Once the city flooded, they were stuck waiting for people with the resources and ideas needed to get them out of the mess they failed to see coming from five days away.

It took President Bush himself to call the gov of LA and mayor Nagin to get off their butts , and mayor Nagin did not use those 500 or so buses that was at his local disposal to evacuate those people out of there.

Him and the gov waited until Sunday to start evacuating those people out of there.

I have photo proof ( I was watching the live web cams of New Orleans before the storm ) anyone with a computer could have watched it live on their computers.

There were no buses coming out of New Orleans ( as far as i can see on these photos of the New Orleans Causeway ).

Just in one example, the traffic ( people who had cars or trucks or vehicles ) coming out of New Orleans on their own

( time stamps : from 8/28/05 : 16:21:02 ( 4:21:02 PM ) to 8/28/05 : 18:52:19 ( 6:52:19 PM )
The first 4 pictures I have shows people getting out of NEW ORLEANS who could get out and ONLY the OUT BOUND LANES were open.

In all of the pictures of the New Orleans Causeway, only the OUT BOUND LANES were being used, and on the INBOUND lanes, I only saw ( ONE ) vehicle going into the city.

The mayor, and the gov could have had those 500 buses that were there locally gassed up and ready to go on Friday, and used the inbound lanes only for the buses.

I am sure you have already seen those pictures of those school buses in a flooded parking lot in New Orleans ?

It does not take a rocket scientist to figure, you need to get these people out of there if you have a Cat - 5 hurricane coming your way, and I don't care if the hurricane WILL or won't hit New Orleans.

They ( both the Gov and Mayor sat on their duffs and did NOTHING ).... they deliberately dragged their feet until the last moment, and now they want to blame every one but themselves, and want to blame the Republicans, and President Bush, and that is Immoral.

The reason why the National Guard was not there in a timely fashion was, both the Gov and Mayor did not use the brains that GOD gave them, and made these kinds of plans BEFORE any hurricane hits, and they called for the N.G. at the last monument, and not only the N.G. but, others who were trying to get in their to help were hampered and had to face armed Looters, flood waters, and the whole mess of it all.

This mess was, yes, created by the hurricane, but ? the human part of it all that was a mess and a disgrace was created by the mayor and Gov, by their untimely manner, and yes, incompetence does play a part in it.

Well I will comment.

1. Complete and udder breakdown of local and state control. The Mayor and the Governor both checked out - especially the Gov. They did NOT formally ask for Federal help until late Tuesday or Wednesday am. Legally the Feds cannot move in until it is Federalized. Other Govs. offered NG troops and support but Blanco was slow to respond.

2. Roof tops would make nice CP's however, without accurate intel it would be a complete waste of time Where are the bad guys? Then the military would be criticized for moving troops and not rescuing the citizens.

3. There have been both Marine and SEAL snipers at work since Wednesday am. MSN just ain't found that story. FBI snipers have been working since late Thursday. Many bodies are going to be found perforated mostly with one shot.

4. Things started to happen when Gen Horner (sp?) got on the scene and took over control from the local idiots. FWIW I consider the Corps of Engineers to be a complete embarrassment to the country. They had no plan, this has happened countless times up and down the river and they suck at response.

The reason I started like this, "Friend, this seems as loony as something else I've heard...", was because I didn't want to get into a major argument. But the FACT is, you have no FACTS. Paralysis of action in a crisis is not necessarily deliberate feet-dragging.

That's all well and good, and thanks for the couple of things in your long post that I didn't know. But I was only making the point that we don't KNOW FOR SURE that the logistics mess in this case was caused by INTENTIONAL NEGLECT (foot-dragging), which was your original point. Possibly, but not likely. I'm sticking with criminal incompetence.

Insurgents, rebellion etc. etc. In present day media speak the aforementioned terms have lost their original meaning. What is being seen in New Orleans is, among other things, simple rioting and looting.

I agree that it is and was a strategic mistake for the liberals to play politics at midnight on the Friday before the storm.

If the mandatory evacuation of New Orleans had been given that Friday instead of Sunday, a lot more people could and should have gotten out of harms way.

Consider this:

One might assume that going 110 MPH isn't possible, but the Texas law enforcement officials, who gave al his ticket, disagree.

The more I hear the more I think you are all right. It is so hard to believe this may be the case but...we don't watch any tv, just listen on the radio to news and online, so there was a lot I was missing I realize now.
