The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

ICE DEPORTS EGYPTIAN MAN LINKED TO 1993 WORLD TRADE CENTER BOMBING

WASHINGTON, D.C. — U.S. Immigration and Customs Enforcement (ICE) on Tuesday deported Mohammed Abouhalima, a 41-year-old Egyptian national who was convicted of accessory after the fact for helping a 1993 World Trade Center bomber escape the United States following the attack.

Abouhalima, who resided in New York City prior to his conviction, was removed under escort by Philadelphia-based ICE Deportation officers and arrived in Cairo, Egypt on Wednesday morning.

“This individual endangered the national security of the United States by helping a terrorist flee after a vicious attack on our country,” said ICE Director of Detention and Removal, John P. Torres. “His criminal conviction gives him no legal right to remain in this country and ICE removed him expeditiously.”

Abouhalima was convicted in the Southern District of New York on December 9, 1998 and served an eight-year prison term (given credit for time served prior to conviction) for helping his brother, Mahmoud, flee New York to Saudi Arabia following the Feb. 26, 1993 terrorist attack that killed six people and wounded more than 1,000. His brother was later extradited to the U.S. and sentenced to 240 years confinement with no chance of parole.

ICE formally removed more than 160,000 aliens nationally in fiscal year 2004. More than half of those were criminal aliens. The ICE Philadelphia office removed 3,064 aliens in fiscal year 2005, 80-percent of whom were criminal aliens.

-- $5 Million Reward Had Been Offered For Information Leading To His Arrest --

WASHINGTON, D.C. - John P. Clark, Acting Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE), today announced that a key ICE drug trafficking and money laundering fugitive was arrested on Saturday in Colombia.

The Colombian National Police’s “Jungla” unit, working with special agents from the ICE Attaché Office in Bogotá and the Drug Enforcement Administration, captured Jhon Eidelber Cano-Correa (dob 12/13/1963) in Colombia’s Antioquia department after a brief firefight that left one Colombian official wounded.

Cano-Correa is considered one of the most violent and dangerous members of Colombia's Norte Valle Cartel and a significant ICE criminal fugitive. In 2004, the U.S. State Department offered a reward of up to $5 million for information leading to the arrest of Cano-Correa and four other Norte Valle Cartel fugitives. Cano-Correa is charged in a July 2004 indictment in the Eastern District of New York with drug and money laundering violations in connection with the Norte Valle Cartel.

Indictments out of the Eastern District of New York in 2003 and 2004 describe the Norte Valle Cartel as Colombia's largest and most feared drug organization. Between 1990 and 2004, the cartel allegedly exported more than 1.2 million pounds of cocaine worth more than $10 billion to the U.S. At one time, the cartel was believed to be responsible for between 30 and 50 percent of the cocaine entering the United States.

“The arrest of Jhon Eidelber Cano-Correa, a dangerous ICE criminal fugitive, is yet another example of the unprecedented law enforcement cooperation between U.S. and Colombian authorities. The arrest also demonstrates the value of pursuing the money trail in drug investigations. This case began with a raid on three money transmitting businesses in Queens nearly a decade ago and ultimately led to the highest levels of the Norte Valle Cartel,” said Acting Assistant Secretary Clark.

The cartel indictments and Cano-Correa’s arrest resulted from a lengthy investigation that began in the mid-1990s and was conducted by the El Dorado Task Force, an ICE-led anti-money laundering task force in New York, as well as by ICE agents in Colombia and Colombian authorities.

The ICE probe initially focused on money transmitting businesses in Queens, New York. ICE agents determined that three of these transmitting businesses were owned by Juan Alberto Monsalve, the Norte Valle Cartel’s chief dug distributor in New York. Monsalve was responsible for distributing thousands of kilos of cocaine, laundering more than $70 million, and ordering multiple murders. Mosalve was arrested by ICE agents, convicted, and in May 2002, sentenced to life in prison.

The ICE investigation continued, revealing the structure of the Norte Valle Cartel and leading to charges in Eastern District of New York against its key leaders. The indictments charged Luis Hernando Gomez -Bustamante, a.k.a. “Rasguno,” with operating a Continuing Criminal Enterprise in connection with his leadership role in the cartel.

Another accused leader of the cartel, Arcangel de Jesus Henao-Montoya, was charged with drug and money laundering violations. Several other key members of the cartel including Cano-Correa, Dagoberto Rios-Flores and Jose Aldemar Rendon-Ramirez were charged as well.

On January 15, 2004, Henao-Montoya was captured in Panama and expelled by Panamanian authorities into ICE custody in New York. Henao-Montoya faces a maximum sentence of life in prison if convicted. He remains in custody in New York.

On July 2, 2004, Gomez-Bustamante was detained by Cuban authorities in Cuba after entering that nation on a false passport.

On December 28, 2004, Rios-Flores was arrested outside Medellin, Colombia, by Colombian authorities working with ICE agents.

On July 14, 2005, Rendon-Ramirez was arrested outside Medellin, Colombia, by Colombian authorities. Rendon-Ramirez is suspected of serving as a financial officer in the cartel.

TORONTO - A newly disclosed Canadian intelligence study says al-Qaeda might try to spread the deadly avian flu virus as part of its campaign to sow terror in Western nations.
The report by the federal government's Integrated Threat Assessment Centre describes the avian flu as a "potential terrorist-induced" pandemic and specifically mentions Osama bin Laden.

"It is significant to note that Osama bin Laden views chemical, biological, radiological and nuclear weapons as legitimate," says the report, titled "Pandemics: Avian Flu."

"In addition, Osama bin Laden and al-Qaeda representatives have repeatedly named Canada as a target," it says under the heading "Biology and Terrorism."

Interesting results when I check Google news for Tularemia and San Jose:

The next report from 2 weeks ago is bizarre:

Mahmoud AhmadinejadÕs outrageous statements
were not
just the empty rhetoric of an inexperienced politician.

They were backed up by solid action. Tehran may
claim
piously that it has never threatened or used force
against a fellow UN member, but counter-terror
sources
reveal a somewhat more sinister picture. American
and
British intelligence in Iraq have turned up Iran's
fingerprints deep inside the terrorist campaign
against
US and British forces in Iraq ever since
mid-September.

In the same period, Israeli intelligence too has
uncovered growing Iranian involvement in Palestinian

terrorist attacks inside Israel, notably the Hadera
suicide bombing by a Jihad Islami suicide bomber
Wednesday Oct. 26 in which 5 Israelis died. As in
Iraq,
Iran often operates through surrogates.

The Iranian president actually admitted this when he
said that a new wave of Palestinian attacks would
soon
wipe Israel off the face of the Islamic world. He then
accused the world oppressors (a euphemism for
America
and allies) of establishing the Zionist regime as a
move against the Islamic world, implying that the
Islamic world has a duty to fight back.

And Tehran is pursuing this duty.

Iranian intelligence shells out a fee of $50,000 and
80,000 to Sunni hit squads in central and western
Iraq
for every attack on American troops. Half this amount

is paid out up front with the hit list; the balance,
when the mission is accomplished. Unlike al-Qa'eda
which kills Iraqis indiscriminately, Iranian
intelligence paymasters insist on pinpointing
Americans
only.

The rate for Palestinian terrorist groups setting up
strikes against Israelis is around $50,000 for each
ÒsuccessfulÓ suicide killing.

The rate is lowest in southern Iraq, where there are
plenty of pro-Iranian Shiite gangs. They can earn
$20,000 to $30,000 from Iranian intelligence for
murdering or injuring British soldiers. There, as in
Israel, Iranian intelligence sends over advanced
bombs
and operating technology through the Hizballah. The
bombs come with electronic means of concealment.

In recent weeks, the British have got wind of Iranian
agents making contact with extremist Muslim groups
especially in the Manchester region of northern
England. They are recruiting terrorists for strikes
inside the UK. Observers noted that in the Jerusalem
Day hate demonstrations in Tehran Friday, Oct. 28,
the
number of placards calling ÒDeath to AmericaÓ and
ÒDeath to BritainÓ outnumbered those demanding
ÒDeath
to Israel.Ó

Our Tehran sources report that the Iranian leadership

decided to assign Iran's intelligence services to
directly engineer terrorist operations against Western

and Israeli targets for four reasons:

1. The approach of November 24, the day the UN
nuclear
watchdog's board convenes in Vienna to decide
finally
when to refer Iran's nuclear case to the UN Security
Council. This could lead to economic sanctions and an

oil embargo. Iran has no intention of being deprived
of
its nuclear options which it regards as its crowning
strategic achievement. This is why Iranian leaders
are
harking back to the slogans of the Khomeini Islamic
revolution of the seventies, threatening to obliterate
Israel and cursing against America and Britain who
would take their prize away.

2. The US-British-French campaign against the Assad

regime in Damascus and Syria's grip on Lebanon is
seen
as a strategic threat to Tehran's military and
diplomatic foothold in the eastern Mediterranean.
AhmadinejadÕs bellicose rhetoric may have been
meant to
haul Syrian president Bashar Assad back from the
inclination to knuckle under.

3. The US-instigated Lebanese crackdown on
Palestinian
militias in Lebanon is expected to be the prologue to
heavy pressure to get Hizballah disarmed. Iran has
invested too heavily and too long in building the
Lebanese Shiite terror group into a major military
force as its second front against Israel to let this
happen. Hizballah leaders will be directed from
Tehran
to resist their disarmament with all their might.

Iran-instigated terrorist operations in Iraq and Israel
carry a threat of worse to come: the Iraqi terror
arena
and Hizballah's terrorist and intelligence gamut are
both potentially expandable to other countries in the
Middle East and even Europe.

4. The British government has permitted ethnic Arab
separatist fighters of Iranian Khuzestan to open a
head
office in London for liaison between the movement's
leaders and British intelligence and its military. This
office also arranges the transfer of Arab recruits to
British-controlled southern Iraq for training in
sabotage tactics with Iraqi military instructors.
Tehran is convinced this training operation is
sponsored by the Americans and the British, or takes
place at least with their knowledge. Therefore,
Hizballah agents were sent to deliver to Shiite cells
in Basra explosive devices capable of piercing British
armored vehicles.

I guess the President will be speaking about the flu preparations this morning.

I for one am extremely fearful that if they couldn't handle a hurricane or three they will never be able to handle a widespread outbreak of flu. Their job performance as of late has been terrible. Good luck getting millions of people vaccinated for a flu that we don't even have a vaccine for and Tamiflu in some cases doesn't work either. Plus good luck getting Tamiflu at a reasonable price. If and when this flu comes to pass we will not have enough medical personnel or hospital facilities to handle the sick and dead.

Hmmmm this is interesting:

Pakistan's Lower House of Parliament on Tuesday passed unanimously a resolution imposing a compulsory three-month rescue and relief training for youth in the face of possible threats of natural disaster and terrorism.

The resolution, tabled by treasury lawmaker Asiya Azeem, also provided that besides necessary training, the civil defence institution must be revived.

The resolution was passed during a debate currently underway on relief and rehabilitation measures for North-West Frontier Province and Kashmir under Pakistan's control.

The House has already passed two resolutions -- one offering condolence to bereaved families of the quake tragedy and the other expressing gratitude to the world community for extending timely relief and financial assistance.

A powerful earthquake, measuring 7.6 on the Richter scale, struck NWFP and Kashmir on October 8.

The quake has so far killed more than 57,000 and injured over 70,000 people, besides rendering over 3 million homeless.

I think alarms need to go off on this one, so many of the Pakistan army and police appear to be Taliban supporters.

Will President Bush put a stop to training the young men?

Maybe, if we are lucky, they will be the real mcCoy and not simply a cover for recruiting more terrorists.

MOROCCAN BLAMED FOR CAR BOMBING IN IRAQ

BAGHDAD, Iraq (AP) — Iraq's government on Tuesday blamed a Moroccan for a triple car-bomb attack that killed at least 60 people last month in a Shiite town in central Iraq and offered a reward for his arrest.

The government identified the suspect as Muhsen Khayber, also known as Abdul Rahim, and said he was allegedly involved in coordinated suicide bombings in Casablanca on May 16, 2003, that killed 32 people. The claim could not be independently confirmed.......
