Self-esteem or confidence is not inherently a negative. A person who thinks he has no worth is not usually a good contributor to his family, community or society at large. The mistake is in how self esteem is gained. It should be earnned through hard work and learning self-discipline or it can be handed to one on a platter. The first kind is genuine and part of a strong character; the second is deceptive and more likely to be destructive.
My less-than-important take on Ms. Miers' writing is that she views personal investment by everyone in those around them and not expecting the government to do so. We'll see.

There is wisdom in that observation. It is the inescapable nature of the female creature to attach their emotion with decision making. Some just hide it better.
This is also partly a feminized male problem with liberalism in men. The male has been steadily feminized over the past few decades.
A lot of it has to do with men being feminized by smoking pot and using drugs, feminization of the male role in sexual relationships with pornography among other things, that for the purposes of brevity, I will omit...

imho, self esteem is one of the root causes. The problem with social experimentation, and the democratic liberal answer, is to throw money at it, which in reality does nothing good for the self esteem, only makes people better moochers.
To give them the opportunity to grow mentally and spiritually, as well as economically, you have to -to quote a well known person-teach them to fish.
The teaching of "how to fish" will do more wonders for the self esteem than boatloads of fish heaped on them.
