It may seem like a play on words but they do mean something. "Should" implies that it is mandated. If they would have used the word "could", this would imply that it is possible, even probable, but would not imply a mandate.
What we SHOULD do is stay the course and win the war, not give it over to a young unproven army. Remember, Iraq is a sovereign nation which can demand our troops to leave at any time. I believe we would comply.

1. "could" is not appropriate in that sentence.
2. If they had wished, they could have used the word "must" instead of "should" if they meant to state what many people are ascribing to this amendment.
3. A 'sense of the Senate' is completely non-binding, and is more advisory than anything else.
