Inner Cities Continue to Hemorrhage Jobs (HUD Fiasco)

The Associated Press found that most inner cities targeted by the federal government's primary urban economic programs lost jobs...

In fact, the best-performing cities were not part of the federal empowerment zone and renewal community programs, which provide businesses with billions of dollars in tax incentives to expand and hire workers.

A HUD-commissioned assessment of the first empowerment zones found mixed results from 1995 to 2000. Although many individual projects were creating jobs and reviving neighborhoods, the study found no widespread, sustained job creation.

"There is little evidence to indicate that major reform or 'reinvention' occurred," the assessment said.

The government will just conduct another study and conclude that... they just need to toss more money at the problem.

Word to those in the "inner city":

1. Get out of your neighborhood and move to where the jobs are. The illegals don't seem to have a problem moving to suburbia for work, why can't you?

2. The government should not be the source of your livelihood.

The initial concept of empowerment zones ala Kemp, Friedman, etal was to remove both taxes and regulations.

But the HUD and local implementation of them, at least in IL, has been to create even more regulations and hoops to jump through. Suppose new jobs are in hi-tech and a hi-tech company wants locate in a zone. That hi-tech company would have an extremely high overhead in lawyers and consultants and lobbyist and clerical fees to fill out the necessary paperwork and get it approved by the numerous comittees and boards and councils that must approve it.

By the time it is finally approved, their specific hi-tech concept is now obsolete. To start with another hi-tech concept they have to go through the entire approval process all over again. The old approval was only good for the specific activity in the original request.

But the legal and consulting fees do provide a good living for the inlaws and cousins of the politicians, at least in IL.

Two other, more recent, studies (besides the HUD study) are cited in the article. The article is a worthwhile read.

yes they point out some recent work, but they also mentin that HUD has not done critical studies on all aspects like the older one.

True, but understandable in that the grants have been phased out (according to article) and replaced with tax incentives that started in 2002...that is, there is only 3 years' worth of data to look at and potentially compare to the 5 years' worth of data from 1995-2000.
