But in fact, the NSA had been monitoring private domestic telephone conversations on a much larger scale throughout the 1990s - all of it done without a court order, let alone a catalyst like the 9/11 attacks.

In February 2000, for instance, CBS "60 Minutes" correspondent Steve Kroft introduced a report on the Clinton-era spy program by noting:
If you made a phone call today or sent an e-mail to a friend, there's a good chance what you said or wrote was captured and screened by the country's largest intelligence agency. The top-secret Global Surveillance Network is called Echelon, and it's run by the National Security Agency."

Perhaps you should have read the press conference where he states the reasons, the extent of the collection effort, and the parameters (only foreign communications, links to al queda, etc.)

and there are several places where you can find the legal basis in the FSIA act and the legislateive authority given by Congress after 9/11. Try captains quarters blog.

This is still a crock. If these conversations are being picked up off shore as they take place with others in suspect nations then it is the same question as finding a US citizen fighting against us on a foreign battlefield. US citizens that put themselves on the foreign battlefield either in reality or electronically can not expect to be treated the same as those here at home who do not aid and abet the enemy.
No one has said where these interceptions of information are taking place. They have only said that they are listening to conversations with overseas parties when one of the people involved is inside the US. We all know and expect our government to be running an ongoing electronic surveillance overseas as part of the "WAR EFFORT." When listening to a conversation from in the middle, like on a surveillance ship in the middle of the Atlantic, or from that end, how do you only listen to half of a conversation?

I don't understand how the CIA monitoring al queda survallience overseas and listening in to the phone calls wherever they go trampels your rights.



There are far worse things in this country than this. This program does not allow monitoring domestic to domestic calls. If you are communicating with al queda suspects overseas then you are our enemy and have no rights.
