First of all, they (the court) should verify by an independent OB/GYN that they're even pregnant

ECP's can't be and aren't given to women who are far enough long to test positive for pregnancy. ECP's are prescribed when there is the POSSIBILITY of pregnancy, so I'm not following your point.
