OTTAWA -- Stephen Harper, who was dismissed less than two years ago as unelectable, has been sworn in as the country's 22nd prime minister.

Harper, clutching his personal Bible, was sworn in Monday by Alex Himelfarb, clerk of the Privy Council, as his wife Laureen and their two young childen, Ben and Rachel, watched proudly.

Harper arrived at Rideau Hall less than an hour after Paul Martin resigned, marking the end of a troubled two-year tenure that saw the scandal-plagued Liberals humbled by a resurgent Conservative party.

The biggest surprise was the presence of former Liberal industry minister David Emerson, who crossed the floor to join the Tory cabinet as minister of international trade.

Another shock was the appointment of Michael Fortier, a key party organizer in Quebec, as public works minister, because Fortier is not an MP.

Other top cabinet ministers include: Jim Flaherty at finance, Peter MacKay at foreign affairs, Vic Toews at justice, Gordon O'Connor at defence, Tony Clement at health, Maxime Bernier at industry, John Baird at Treasury Board and Rob Nicholson as House leader and democratic reform minister.

The 27-member cabinet, which includes six women, is much leaner than the 39 positions the Liberals had, and drops the post of deputy prime minister.

The new cabinet ministers arrived in cars and taxis -- an apparent effort to show that they're closer to the people than the Liberals, who used limousines.

Emerson's defection was the best kept secret of a tightly guarded cabinet list. He was recruited by Martin to run in the 2004 election in Vancouver and he won that seat again in the Jan. 23 election.

His appointment gives the Conservatives a badly needed presence in one of the country's three biggest cities where they failed to win a single seat in the Jan. 23 election.

The choice of Fortier, a former president of the now-defunct Progressive Conservative party, is an attempt to build support in Quebec Harper boasted in a news release that his new smaller cabinet is "designed for work, not for show."

"The 26 ministers are equal members of the team, ensuring equal voices from all regions of Canada," he said in the release.

"The structure is designed to promote accountable, efficient and effective government -- more focus and purpose; less process and cost." Cabinet choices have to reflect regions, gender, ethnicity and other political concerns.

Harper reafirmed his commitment to focus on five key priorities:
-- Clean up government with the Federal Accountability Act.
-- Lower taxes starting with cut to the GST.
-- Strengthen the justice system.
-- Support child-care choices.
-- Establish medical wait-time guarantees.

"Our mission is clear," Harper said in his release. "We will restore faith and trust in our public institutions as we keep Canada strong and united." Three high-profile MPs who were touted for cabinet spots were notably absent: Diane Ablonczy, Jason Kenney and James Moore.

Nicholson, who represents Niagara Falls, Ont., is the only minister with previouse experience in a federal cabinet, having served in Brian Mulroney's cabinet.

Flaherty, a former Ontario finance minister, was a longtime lawyer with a practice on Toronto's Bay Street, giving him the kind of connections that should help reassure the barons of Canada's financial capital.

MacKay's assignment to the foreign affairs portfolio follows something of a tradition in Canadian politics that has seen party leaders giving the post to their formal rivals for the leadership. Jean Chretien was given the job after he lost the Liberal leadership to John Turner in 1984. Joe Clark was made minister of foreign affairs by Brian Mulroney.

Marjory LeBreton's appointment as leader of the government in the Senate is sure to be popular among Conservatives. LeBreton has served every Conservative leader since John Diefenbaker.

LeBreton had a distant relationship with Harper for years. His move toward the political centre coincided with Harper's reaching out to more moderate conservatives such as LeBreton.

Harper asked her to join him during the recent election campaign, where she served as a cool, experienced adviser to the new prime minister.

Damn - here's something we Republicans in the US can learn from: Prime Minister Stephen Harper holding his first press conference outside in bitter cold, to keep the reporters from dragging it out. ;)

Harper sold out many of the grassroots Conservatives. He promised not to appoint an unelected senate, he did. He criticised the liberals for accepting a defected MP from their party and made her the Cabinet minister he accepted Emerson. He's not an ally for the conservative movenment. He's a traitor!

What do you guys think about Diane Ablonczy not making cabinet? I understand the political calculus involved (must be seen not to cold-shoulder Vancouver and Montreal, they might cry) and I hope PM Harper has some other big jobs in the works for Diane.

Think it's a question of degree and/or dogmatic adherence to principles vs. realpolitic.

There are some quite legitimate qualitative differences between what Harper's done and the Librano$ habitual modus operandi:
It could be argued that in Emerson's and especially in Fortier's case that he did what was necessary to provide Canada's 2nd & 3rd largest urban areas with Cabinet level representation.

Plus, Harper made it quite clear that Fortier's appointment was merely a stop-gap measure to allow him into the Cabinet & that he'd be resigning same & running to gain a Commons' seat from the Montreal area at the first possible opportunity: a pretty far cry from Martin & Chrétien cavalierly opting to ignore popularly elected Senate choices from Alberta.

While Emerson's decision to cross the floor is a bit more questionable, seemingly it's light years morally removed - at least in circumstances - from Belinda's back-stabbing move to prop-up a corrupt government about to fall.

On both I think Stephen put the nation's best interests ahead of whatever his personal convictions may be and thus passed the first test of his being "Prime Ministerial".

The regional & demographic numbers game merely caught up with her & lots of other high quality Western CPC MP's.

As example, I would have loved to see my personal "dark horse" choice Lynne Yelich in the portfolio that went Bev Oda.

However, there are lots of important non-Cabinet jobs available & true conservatives should be rightly dancing jigs over the highly important Justice & national security ones going - not to red-Torys but - to Vic Toews & Stockwell Day !!!

If he wanted to put the country's best interest ahead, he would not have done exactly the same thing as the lieberals, it makes him no better than Paul Martin. There are lots of talented MPs in his caucus,thus there's no excuse none whatsoever. As for the appointment to the Senate just to give a guy from Montreal, 10 Conservatives were elected in Quebec. Why give it to him??

Well... politics plays a consideration in naming ministers. At least its smaller than the outgoing Liberal Ministry and sets a tone. The Prime Minister's website at gc.ca has already been changed this morning and there is a also a list of the Cabinet and the forthcoming priorities to be kept - campaign promises. We can all hope Harper will be able to live up to his word to Canadian voters.

Josee Verner got the Francophonie post. I think Quebec has three seats in the Cabinet. There's a lot of work to be done. The new Environment Minister is Rona Ambrose from Calgary, Alberta. She's no fire-breathing enviro wacko. Its going to be interesting to see what the Conservatives decide to do about Kyoto.

I haven't called for Harper's head, but I'm just stating the obvious, he has betrayed some of us who are strong believers in senate elections and improving democracy but appointed a guy who was elected as a liberal. He,supposedly a supporter of an elected senate, appointed a guy to it. It raises some questions and as a grassroot conservative that makes me uneasy. If we were see the Emerson appointment as no problem then we have no business complaining about Belinda. Period.
