Because their unicameral legislature has a knucklehead in a leadership position who blocks the legislation every time.

In a truly red state you don't have to deal with as many boneheads, so the concealed carry fight is less of a concern. I've been packing the heat in my car for 15 years since I moved to Kansas. My county police chief told me that his officers were instructed not to ask specifically about concealed weapons during traffic stops. It was already legal to carry your weapon loaded and in your hand as you drove, so long as you didn't point it at folks or brandish it in a menacing fashion. Now I will be able to legally keep a revolver hidden under the seat or in the glove box in addition to my shotgun in the trunk by the spare tire and jack. A stainless steel Ruger Vaquero in 45 Long Colt with pearl handles is inexpensive happiness and peace of mind. I feel a lot better about stopping to help stranded motorists when I know I've probably got them out gunned.
