If it's a joke, it's not a funny one.
All you do is move the dang server to Tonga...and thats the end of that problem. Freedom of speech...across the digital world...is impossible to stop. I can just about anything I want, and find server space somewhere to do it. This is all a joke to rile everyone up over nothing.
