Los Angeles man pleads guilty to attempting to ship sensitive technology to Iran
Scheme involved illegal export of pressure sensors


LOS ANGELES - A Los Angeles man pleaded guilty Monday to charges he attempted to illegally ship sophisticated pressure sensors to Iran in violation of the International Emergency Economic Powers Act (IEEPA).

Mohammad Fazeli, 27, was arrested March 16 at his Los Angeles apartment by agents with U.S. Immigration and Customs Enforcement (ICE) and the Federal Bureau of Investigation (FBI). At Monday's hearing, Fazeli pleaded guilty to a one-count information, admitting that he sought to illegally export more than 100 Honeywell sensors. The sensors, which detect the pressure of liquid or gas, could potentially be used to detonate explosive devices.

Fazeli, who remains free on $50,000 bond, is scheduled to be sentenced August 7. He faces a maximum penalty of up to 10 years for violating the IEEPA.

The investigation revealed that Fazeli ordered 103 pressure sensors in September 2004 through a website operated by an electronics company based in Minneapolis, Minnesota. According to the indictment, Fazeli told an unindicted co-conspirator that he had been contacted by a representative from that company advising him that he needed a license in order to export the devices. Despite that, after receiving the parts, Fazeli allegedly attempted to send them to the United Arab Emirates, with the understanding that the devices would ultimately be shipped to Iran.

Under the IEEPA, Iran has been subject to a trade embargo by the United States since the late 1970s. The Iranian Transactions Regulations expressly prohibit the sale, supply, or transshipment of any goods, technology, or services to Iran without prior authorization by the Treasury Department's Office of Foreign Assets Control. Investigators say Fazeli had not received the required prior approval from the Treasury Department to export the pressure sensors.

ICE's Arms and Strategic Technology Investigations (ASTI) Unit is responsible for investigating the illegal export of U.S. military products and sensitive technology. In fiscal year 2005, ICE's ASTI Unit conducted more than 2,500 investigations into the illegal export of U.S. munitions and sensitive technology, resulting in 101 arrests, 70 indictments, and 86 convictions.

The event, in the coca-growing region of Chapare, will mark the start of the election of a constitutional assembly, Mr. Morales said in a speech Monday.

Mr. Morales' push for a new constitution follows his nationalization of the oil and natural gas industry earlier this month.

Bolivian officials say hundreds of Venezuelan advisers are working with the Bolivian government to implement the industry takeover."

ARLINGTON, Va. — The Navy plans to position four aircraft carriers in the Pacific for exercises this summer, one of which will likely include the USS Kitty Hawk, based at Yokosuka, Japan, Navy officials said.

This summer would mark the largest U.S. carrier presence in the Pacific in 10 years, said Adm. Gary Roughead, commander of U.S. Pacific Fleet.
Roughead also said the guided missile cruiser USS Shiloh will be bringing some special weaponry to Japan when it replaces a similar ship there this year.
“The USS Shiloh is a ship that has — or will have — the most advanced anti-ballistic missile defense capability onboard,” he said.

The carriers would be deployed in various combinations in the Pacific over the summer months, Brown said Thursday.
Three carriers would take part in an exercise this June in the Western Pacific; in July one carrier would participate in the annual RIMPAC exercises off Hawaii; and two carriers would work together in August in the Western Pacific, Brown said.

Here’s my take – These exercises currently do not include the carrier task force on station in the Persia Gulf supporting Iraq and Afghanistan operations. Any strike by the US against Iran will definitely stir up a reaction. In the US view, it would be better for us to do the stirring up with proper assets in place instead of the Israelis who would do it on their time table and not necessarily give us notice. Additional carriers would provide the power necessary to:
1. Defeat efforts by Iran to close the Straits of Hormuz
2. Defeat any land attack into Iraq by Iranian forces
3. Provide air power in support of strategic bombing of Iranian nuclear sites, such as air defense, command and control, Iranian tactical air, etc.
4. Provide support to Gulf nations to protect our petroleum interests (as well as the rest of the world’s). See note on USS Shiloh.
5. Provide cruise missile launching platforms.

If we do strike, we could quickly divert (preposition) these carrier assets in the Indian Ocean/Persia Gulf region on short notice. They would have the capability to stay on station for a good period of time, but the planners already have additional assets in the form of an Atlantic carrier group scheduled to be in the region in August.

The only thing that Iran could do is try to force us to strike before we are set up and ready and place us off balance. To do that, Iran would almost certainly have to strike first in some fashion. The gadzillion dollar question is will he have a bomb before we are ready to neutralize their program.


Our window for a strike is June – August.
