My opinion only: The fly them where they want to go, accede to their wishes, let's get them on the ground and negotiate with them, DIRECTLY led to September 11th even being possible, you can disagree and are welcome to, but I think if every hijacker had been jacked up over forty years instead of the SOP that had arisen around hijackings the 09-11-01 attack may have been thwarted or in that environment not planned at all. Again that's my opinion and its probably worth what you paid.

In the past the hijackers were armed and any spur of the moment intervention would have cost lives and led to the deaths of all on board.

There were probably hundreds of hijackings which had no deaths and only resulted in inconvenience. It is easy to say "If this then that" but that is not the way things are in life. As soon as the first plane crashed because of passenger reactions the American people would have been up in arms. It has no tolerance for death.
