Clearly, and he was drunk again this time. A successful coverup means that he will be allowed to continue driving and someone may be killed. Even that won't stop them.

Don't get upset at Patrick for this - it was the Capitol Police that covered for him.

That's fine & dandy, but there *was* no session in Congress at 3 AM!
How is a Police Officer to determine that, conclusively, in the field? He is not even permitted to detain the Congressman while he finds out.
The privledge granted under Article 1 Secion 6 is a very broad one. One would hope that a Congressman would have respect for the law and the Constitution, and would not abuse the privledge. But we're talking about Patches Kennedy here, so respect for the law is obviously not a consideration.
Yet another reason to never send a Kennedy to Congress. As if we needed one more...
Those are the FIRST things that would be shredded along with all memory of the police at the scene.

I'm not sure but I would think that the police would be advised when Congress is in session, to tailor the security level.
