Did nobody read beyond the headline?
"Israel had devised a plan for attacking Hezbollah -- and shared it with Bush administration officials -- well before the July 12 kidnappings."
It's unsurprising the Israelis would touch base with the US before taking action. That's quite different from the headline of Bush and Cheney "planning Israeli operations".
Besides, were it "planned" by the US I suspect the munitions the Israelis urgently requested be supplied half way through the operation would have been delivered prior to the first shot.

The problem with this is the fact that Hezbullah still stands. Hezbollah is still limping along, but their capabilities have been severely damaged.
It will take time to disarm them because Israel's strategy is for a comprehensive, durable settlement, using military, diplomatic and political means. I think it has a decent chance for success, but time will tell.
Israel is winning the military conflict - but Hezbollah is winning the propaganda war. No matter how badly Hezbollah is beaten, Nasrallah will say they've defeated Israel, and many people are willing to believe him.

I see this as leftists Seymour Hersh's preemptive strike to prevent the United States and/or Israel from striking against Iran's nuclear potential. The following alleged quotation is instructive:
the report quotes the former official as saying. "When the smoke clears, they'll say it was a success, and they'll draw reinforcement for their plan to attack Iran."
In my judgment it must be the principal foreign policy objective of the United States that Iran not obtain nuclear weapons. I would prefer that Israel strike rather than the United States but I suspect that Israel does not have the wherewithal to pull it off. Indeed, is not clear that the United States itself can with airstrikes alone wreck Iran's nuclear program. Putting boots on the ground is simply not an option.
Interestingly, Hersh's preemptive strike reveals volumes about the mindset of the left. They simply believe Bush is capable of any atrocity.
