..with officials saying it has offered a "new formula" to resolve the dispute.Would this new formula involve guided tours of facilities scheduled 90 days in advance...except for facilities located on sites that are designated as "holy" by the mullahs?

Wasn't the issue to comply or not to comply? What is there to negotiate? They were given an ultimatum and told that they needed to respond by 31 Aug. If they have failed to properly respond their "offer" should be rejected and they should be told that they have until 31 August as previously stated to indicate whether or not they will comply. What they have provided is a "non" response...
Oh damn! What am I thinking? This is the UN... never mind.
