No, people COULDN'T share information. Thanks to Jamie Gorelick. She wrote that little rule, Clinton signed it. Guys could flush their careers down the toilet by handing over information to other agencies. That wall didn't come down till months after Clinton was finally gone. It wasn't something that could just come down.

In the movie, he was a CIA operative named Kirk. His part is one of those that could be a "composite" of several people, but I don't know for sure. Bureaucrats betrayed not only the American people, but Massoud, and our own operatives (FBI, CIA) working in "the field".
