Even if hate crime laws were not discriminatory, they should not be within federal purview. Amendments 9 and 10 and all that.

I don't think they made Casey's margin of victory. Not even close. Rick's problem was running again one of the sainted Casey's who lied about being pro-life/pro-family. And Rick hadn't made himself all that popular, mini-scandal over the funding of his kids' education after he had campaigned against his predecessor on the same issue, etc.
