Okay. So perhaps this is a technique similar to the one used when Anthrax letters were sent to MSM outlets right after 911. (Note - Not implying Putin had anything to do with that. Only implying that the terrorist may have been using a similar 'technique of intimidation'.)

And the payoff for him has to make sense in that reference frame. If so, then what is the choice?

And now the report that a radiation trail all the way back to Moscow has been discovered on 2 British Airways airliners.
Did you miss something? If the Russian SVR was going to bring the poison into the country they would have done so in a diplomatic pouch, and it would have been absolutely untraceable.

The implications discussed later in this thread are that the Russians wanted everyone to know where it came from. That is the intimidation factor. Which was also theoretically enhanced by the type of poisoning utilized. (IE - Putin don't care what you and I think anymore. He apparently has a nuclear genie up his sleeve.)
