On 21 November, a jihadist website posted a statement dated 30 Shawwal 1427, corresponding to 21 November 2006, and signed by "The Mujahidin of Lebanon" in which the group blamed Hizballah for the assassination of Lebanon's Industry Minister Pierre al-Jumayyil, and gave description of the vehicles used in the attack. The group also mentioned the distribution of statements attacking the Lebanese government which were distributed before the assassination; the group claimed that although these flyers were issued in the name of Al-Qa'ida, they were really distributed by Syrian intelligence.
A translation of the statement follows:




"In the name of God, the Merciful, the Compassionate.

Praise be to God, Who glorifies the believers with His support and humiliates the polytheists, and prayers and peace be upon the leader of the noble knights, Muhammad the faithful guide (to the right path), and upon all his family and companions.

'And fight them on until there is no more Tumult or oppression, and there prevail justice and faith in Allah, but if they cease, Let there be no hostility except to those who practice oppression' (Koranic verse).

The assassination incident of Minister Pierre Al-Jumayyil, which took place yesterday, comes as part of a series of plans by Hizballah and the Nassiri regime in Lebanon, aiming at the removal of the Lebanese government, and the completion of the task which had begun by the resignation of the Shiite ministers from the government. (Five Shiite ministers resigned ten days ago). The assassination operation was carried out directly by five members of Hizballah, who came in two cars and one yellow motorcycle.

We say to our people in Lebanon that the printed statement attacking the government, which was distributed before the incident in Nahr al-Barid camp in the name of Al-Qa'ida, is in fact a false statement. Al-Qa'ida had nothing to do with it. It was carried out by elements belonging to the Syrian Intelligence. We say to our people in Lebanon that what happened has nothing to do with Al-Qa'ida or the mujahidin. The wicked rejectionists, in collaboration with their masters in Syria, are the ones responsible for this operation, and directly. With the help of God, we are watching them.

An Egyptian state security court on Thursday condemned to death three Islamic terrorists convicted of taking part in the suicide attacks on Taba and another Sinai resort that killed 34 people in 2004.

Younes Mohammed Mahmoud, Osama al-Nakhlawi and Mohammed Jaez Sabbah were found guilty of terrorism, murder, illegal possession of weapons, and belonging to a terror group.

Officials identifying themselves as members of a state regulatory agency forced the U.S.-based Spanish-language TV network Telemundo to halt transmission Sunday of its presidential election coverage.

"We're surprised by this," said Pablo Iacub, a member of Telemundo's eight-person team, which arrived last week. "We only want to do our work," he said by telephone.

At least six people who identified themselves as members of the National Commission of Telecommunications (CONATEL), which regulates electronic media in Venezuela, arrived Sunday afternoon at the hotel from which Telemundo had been transmitting since Friday, said Iacub.

The officials said the network needed permission to transmit and lacking such could not, he said. Iacub said he was unaware of such a requirement but that the Telemundo journalists were accredited with Venezuela's national elections council.

Iacub said the Telemundo team asked how they could obtain permission and, after an hour, were told that they would not be able to transmit.

Telephone calls to Conatel offices seeking comment on the incident went unanswered.

Telemundo Communications Group is owned by NBC Universal Inc., which is controlled by General Electric Co. It claims to reach about 93 percent of Hispanic households in the U.S. and also has viewers in Mexico.

Venezuelan President Hugo Chavez backed the possibility of holding a national referendum, if he's re-elected, on whether to shut down private television stations that he has accused of subversive activities.

Chavez's comments late Thursday came amid rising tensions between the government and the country's largely opposition-aligned private media ahead of Sunday's vote.

Chavez was asked in a televised interview if he would consider asking the nation whether the government should block certain channels from renewing their broadcast licenses next year.

"That is perfectly possible," Chavez said. "It's perfectly possible that the country gives its opinion, including for how long."

Chavez also said he regretted not having shut down the country's major private broadcasters right after a short-lived 2002 coup against him, citing four in particular: Globovision, Venevision, RCTV and Televen.

Chavez has clashed with the country's private television and radio networks, which are often highly critical of his government and have favored the opposition in recent years.

During the coup, several TV channels chose to broadcast cartoons and movies instead of his return to power by loyalists in the military amid a popular uprising.

Many media outlets also supported a devastating 2003 strike that failed to unseat Chavez.

In the run-up to Sunday's vote, Chavez has warned that he may refuse to renew their licenses, accusing them of fomenting conspiracies against his government, and also said he's ready to shut down any that try to disrupt the election.

On Thursday, he threatened immediately to shut down any outlet that defies electoral rules prohibiting exit polls and other unofficial counts from being reported until after the National Electoral Council issues its preliminary bulletin.

"You can be sure that they will be closed for breaching the law," he said.

Navy Commander:
Americans will Experience a Strategic Surprise
TEHRAN (Fars News Agency)- Commander of the Iranian army's naval force reported of the might and preparedness of the navy for engaging in a war of attrition and striking blows at the enemy's key vulnerable points.




Commander of the navy of the army of the Islamic Republic of Iran Admiral Sajjad Kouchaki who was addressing the enthusiastic host of worshippers in the course of Tehran's Friday prayers today on the occasion of the navy day, referred to the US objective behind stationing its troops in the Persian Gulf region and raising Iran's nuclear activities as an excuse and added that the Americans consider no boundaries for their greed and demands and that they should be aware of the fact that they will certainly experience a strategic surprise in this region.

Commander of the navy of the army of the Islamic Republic of Iran further referred to the recent victory of the Lebanese Hezbollah and expressed the hope that in their analyses of affairs the Americans will consider the recent resistance shown by the Lebanese Hezbollah in order for them to realize what has taken place in the defensive literature of the Middle East, the Shiites in particular.

He further added that the presence of the occupiers and invaders in the region not only has turned the security atmosphere of the Persian Gulf into a challenge rather the illegitimate presence of the occupiers has faced the regional security with a serious crisis.

Kouchaki termed security of the Persian Gulf a key issue for Iran and the entire world adding that the significance of this vital waterway has been integrated into and tied with the independence, sovereignty and values of the Islamic Revolution, therefore any negligence in this regard will entail negative consequences.

Uzbekistan Court Fines Baptists and Orders Bibles to be Burned

Following a raid in late Aug. in southern Uzbekistan, two visiting Baptists were heavily fined for taking part in unregistered religious worship. Four local church members were slapped with smaller fines.

Forum 18 News Service reported that it was told by sources the court also ordered Bibles and hymn books confiscated during the Aug. 27 raid in the town of Karshi to be burned, a regular practice with literature confiscated during raids – despite official denials.

The two visitors were fined 540,000 sums, or $438 U.S., a huge amount by local standards.

Uzbekistan is located in Central Asia, north of Afghanistan.

Forum 18 reported that Judge Alisher Jalilov of the town's criminal court fined the Baptists under Article 240 of Uzbekistan's Code of Administrative Offences, which punishes “breaking the law on religious organizations.” Those fined are members of the Council of Churches Baptists, whose members reject registration in all the former Soviet republics where they operate, as they contend it leads to unwarranted state interference in their communities' internal religious life.

The top fines of 540,000 sums fines represent huge sums in Uzbekistan, where the minimum monthly wage is less than 12,000 sums, and the average monthly wage in Karshi is less than 60,000 sums. Usually, courts only rarely sentence believers to fines of more than 120,000 sums for operating without registration. However, Forum 18 reported that even two years ago believers in Karshi are on record as having been fined more than 240,000 sums.

On Nov. 17 Forum 18 reached Judge Jalilov in Karshi to find out why he had imposed such large penalties on religious believers exercising their constitutional rights. However, Forum 18 reported the judge refused to discuss the case with the news service by telephone.

No one from the government's Religious Affairs Committee would speak to Forum 18. Aziz Obidov, the former press officer for the committee, has now joined the Foreign Ministry and other officials at the committee refused to speak to Forum 18.

However, in earlier conversations with Forum 18, the news service reported Religious Affairs Committee officials stressed several times that the Bible is permissible literature in Uzbekistan and that no books may be burned under Uzbek law.

“The Bible is legally permitted literature and may be distributed freely throughout Uzbekistan,” Begzot Kadyrov, senior specialist at the Committee, told Forum 18 a number of months ago. “As far as other imported literature is concerned, the relevant church must receive our committee's permission to import it. However, even unlawfully imported literature that arrives in Uzbekistan is not burned, but is sent back to the country from which it came.”

But despite these claims, Forum 18 reported, it is common practice for the Uzbek authorities to burn literature, including Bibles, that has been confiscated from members of unregistered religious communities (see F18News www.forum18.org/Archive.php?article_id=643).

This year government censorship of religious literature has been intensified (see F18News www.forum18.org/Archive.php?article_id=805), while massively increased fines for unregistered religious activity were introduced at the end of 2005 (see F18News www.forum18.org/Archive.php?article_id=720).

The prosecution of the six Baptists followed a raid on the church by local police on Sun. Aug. 27 while the congregation was hosting a visit by fellow-Baptists from Tashkent and Fergana, Baptist sources told Forum 18. The news service reported the six were taken to the police station to be interrogated. There they were pressured to apply for registration for the congregation (although two of the six were visitors, not congregation members) and pressured to write statements. All six refused to write statements for the police. The police filmed the interrogation against the wishes of the Baptists. The six were not freed until late in the evening.

Forum 18 reported the Baptists called for the revocation of the punishments against the six, as well as calling for Uzbekistan's strict religion law to be brought into line with the religious freedom guarantees in the country’s Constitution and international human rights standards.

The persecution of religious minorities also continues in other areas of Uzbekistan, Forum 18 reported. On Nov.18 the criminal court for Chilanzar district of the capital Tashkent found Pentecostal Christian Risto Dyachkov guilty under Article 240 of the Code of Administrative Offences. He was fined 60,000 sums.

The prosecution followed a Nov. 13 raid on his Pentecostal church by 30 local police officers, led by Lieutenant-Colonel Aleksandr Shishkov. One Protestant complained to Forum 18, the news service reported, that police “illegally” confiscated 133 videotapes, 379 audiotapes, a DVD and CD’s, as well as 30 Christian books, including copies of the Bible and New Testament. Several young people were forced “under threat of violence” to go to the police station to write statements.

The church's pastor, Serik Kadyrov, was also threatened with prosecution. When church members complained to Shishkov that he was smoking inside the church, Forum 18 reported he replied, “It may be a church to you, but to me it's nothing. I'll smoke where I like.”

Meanwhile, Protestant sources have told Forum 18 that on Nov.3, the Justice Department for the Tashkent region issued an official warning to Full Gospel Church pastor Vyacheslav Bely, who leads a Full Gospel Pentecostal congregation in Yangiyul near Tashkent. Officials claim that the church needs to re-register its statute within a month, otherwise registration will be stripped from the congregation.

Sources told Forum 18 that such speedy re-registration is next to impossible, and termed the demand “illegal.” Under Uzbekistan's religion law, if the congregation is stripped of registration, any activity it then carries out is illegal.

Despite these and other recent government attacks on religious communities - including Muslims, Christians, Jehovah's Witnesses and others - Forum 18 reported the Uzbek authorities have recently been trying to defend their record, claiming to uphold religious freedom.
