Concealed Carry Confusion

    A confusing situation as dozens of people line up to receive the state's first concealed handgun permits.

    62 permits were handed out statewide including 27 in Omaha.

    But other people were turned away even though they thought they were qualified.

    Police say all you need to register a gun is a buy a permit, have a bill of sale and a valid driver’s license. However, registering a gun and getting a permit to carry it concealed are two different things.

    At the Omaha communications office of the Nebraska State Patrol the phone rang all day Wednesday. Many calls were for the same question: How do I get a permit to carry a concealed handgun?

    Robert Root was one person turned away when he tried to get a concealed carry permit. The World War Two veteran did take a gun safety course to register his handgun and he says he knows a lot about weapons, but authorities say it’s not enough to carry a gun under his coat.

    "Well I don’t like it. I'm 80 years old. I shouldn’t have to take the time to do that. I've lived half my life and I'm not half done, so I got lots of things to do," says Root.

    Everyone applying for a permit to carry a concealed handgun has to go through an approved gun training course. The only exceptions are active and reserve members of the military who can prove that they have taken firearm training within the last three years.

    The State Patrol says even hunters who have taken hunting safety courses are not exempt from the gun training course.

    Lt. Kevin Bridges of the Nebraska State Patrol says “Under this section of the law, the hunter safety courses you have taken are not recognized as well as the old firearms safety class put on in the metro area. Those don’t fit under definition of this statute."

    Right now there is only one state certified instructor in Omaha and a total of five across the entire state of Nebraska. One instructor is located in Minnesota and plans to conduct classes in Nebraska.

The powers that be will keep us unarmed through red tape. I have been trying to get a class in Omaha since the election, but the guys who run the range say the State Police are dragging their feet on getting one of the range's instructors state qualified....

No reason to have people take a training course or apply for a permit to exercise their rights. The only rule that needs to apply is that you only unholster in public if you're in danger.

Silliness. All I had to do in VA is provide the most liberal City (Arlington) a copy of my DD214, and I got a CCW. And we don't register our guns, any of them. I can carry concealed any gun I choose.

Same here in North Carolina. I carry all the time and I can carry what I want and as many of them as I want.

Since when do guns have to be registered in Nebraska? AFAIK, you can buy a long gun with no paperwork at all, other than what the feds require, and buying a handgun requires a "Shall Issue" certificate from the country Sherrif, but you can get the certificate without buying a gun, and the gun you buy is not registered with the state. The cost is $5, for the background check, and it's is good for 3 years. See for example the NRA/ILA summary of Nebraska gun laws (PDF)

Sounds like some Omaha Cop has his head up his posterior.

Sheesh. makes me glad I'm in Pennsylvania where anybody 21 or older can walk into the sheriff's office and walk out fifteen minutes later with a concealed carry permit. You don't have to take any courses, you don't need to state any reason for wanting a CC permit other than self defense, and heck.... you can get a CC permit even if you don't own a gun!

You just need to have $24 and proof of residency, fill out a form listing "references" (three friends' names and addresses), check the boxes that you are not insane or drug dependent, and voila! - - you walk out with your permit. Oh, and you can't be a convicted criminal.

I know it's not Vermont or anything, but it's pretty easy.

I urge all Pennsylvania freepers to go get your concealed carry permit TOMORROW. Get one even if you don't own a gun or ever intend to carry a gun. The numbers tell the tale. Let wandering criminals choose other states to wander into, thank you.

They sure are. Registering a firearm only ensures that the government knows you own it. A concealed carry permit tips them of that you may have it with you. I don't especially like either option.

City Of OMAHA requires registration for handgun if you reside in the city limits. I can go anywhere in the state with my "permit to purchase" card and buy a handgun and, since I reside inside Omaha, I'm 'supposed' to take the firearm to the OPD and register once it is in my possession.

If I purchase from a dealer inside Omaha, they will not deliver said firearm until I have taken the bill of sale to the OPD - registered - and then they will deliver upon return.

Don't like any of it...

As far as the "confusion"... this is an individual thing.. I would say 99% of everyone interested in CCW knows what the requirements are.. They are posted on the NSP web in very plain language. The state is dragging their feet on the certification of instructors, however. Seems the only ones certified so far are retired law officers.. ???

Stupid but effective way to slant the coverage for the uninformed who would easily make that connection.
That's not to say that you made that connection.. ;<)
