As a former NH town cop the problem with this bill is the same with all boards appointed by the governing body.

I agree. If you have a problem with the Town Police Force take it up with the Board of Selectman or at the Town Meeting.

The only problem I might have is using the LEO's as a revenue enhancement organization. Other than that I have no problems with the performance of the Cops in my very small town.
