Its a serious issue: chemical, biological, and radiological/nuclear materialswhat we call weapons of mass destruction or WMDbeing used to attack the U.S.
The threat is real. The anthrax attacks of 2001 killed five Americans and terrorized the nation. And al Qaeda has openly pursued WMD and would likely use any weapons they build or buy against our nation.
Our top priority, as with all forms of terrorism, is prevention: making sure such WMD attacks never get off the ground. But how do we protect a country as large as ours with just 13,000 agents and many other investigative responsibilities?
One important answer, in addition to our national and international investigative and intelligence work: through outreach and education.
We obviously dont have the resources to be everywhere, says Special Agent Jeffrey S. Muller, chief of our WMD Countermeasures unit. With our outreach programs and the partnerships weve developed over the years, we dont have to be.
Mullers unitpart of our new Weapons of Mass Destruction Directoratefocuses on preventing agro-terrorism, bio-terrorism, chemical terrorism, and the use of nuclear and radiological weapons. Much of its work involves teaching companies and others what they need to know to help prevent WMD attacks.
That outreach takes place largely at the local level: each of our 56 field offices has a WMD coordinator who has built relationships across government and private industry. We also attend national conferences, association meetings, and trade shows for different manufacturing and trade groups to explain our role in preventing terrorist attacks and how organizations can help. And we send our agents to universities to make students and faculty aware of how they are possible targets for attack and potential recruiting and training sites for terrorists.
What specific kinds of information do we offer? One example: a vulnerability assessment for at risk businesses and organizations (such as chemical plants) to point out potential security weak spots and suspicious warning signs.
A few questions we might ask to see if youre being targeted for attack or for the theft/purchase of raw materials that could be used for WMD:
Are you getting phone calls asking about your use of security guards, your operating hours, and your total number of employees?
Have you any gotten bomb threats lately (they could be security probes)?
Is someone taking pictures of your facilities? Watching with binoculars? Taking notes?
Are people fishing around for information about your products but cant explain what theyre going to use them for?
Are potential customers unaware of basic safe handling practices for dangerous materials and willing to pay cash for large orders?
Do customers want delivery to a non-operating facility or other suspicious location?
In the business of prevention, relationships are invaluable. What Id say to you is this: if youre in a sensitive industry and havent been contacted already, please reach out to your local field office, ask for the WMD coordinator, and get a relationship in place, says Muller. The worst time to make that first phone call is when something bad has already happened.

Thirty-seven Taliban Fighters Killed, Three Detained in Afghanistan

WASHINGTON, April 12, 2007 Coalition and Afghan forces have killed 37 Taliban fighters and detained three others during operations in Afghanistan over the past three days.
Soldiers of the 2nd Kandak, 205th Afghan National Army Corps, with coalition forces, interdicted Taliban fighters about 30 miles northeast of Qalat, in Zabul province, early this morning.
Combined forces identified a large group of Taliban fighters on a ridgeline near a cave site and alerted air support. Coalition close-air support then destroyed the enemy position, killing 16 Taliban fighters.
Several enemy fighters on motorcycles attempted to retreat from the air strike, but Afghan National Army and coalition forces tracked them to another cave site. Combined forces requested coalition aircraft, which engaged and destroyed the second position.
As a result of the fighting, a total of 24 enemy fighters were killed, and 14 motorcycles and two cave sites were destroyed. One weapons cache was discovered during a subsequent search of the caves. No Afghan civilians were reported injured.
Taliban fighters and other militant forces are fighting a losing battle, said Army Maj. Chris Belcher, a Combined Joint Task Force 82 spokesman. The skill and persistence of (Afghan National Army) and coalition forces will triumph over the enemies of Afghanistan.
Combined forces nabbed two militants during a raid early yesterday morning in the Gomal district of Paktika province. The target was a known terrorist network member responsible for attacks against combined forces in Khowst and neighboring provinces, military officials said. Credible intelligence led coalition forces to the compound. No shots were fired, and no one was injured.
During operations across Afghanistan on April 10, Taliban fighters launched indirect mortar and rocket-propelled-grenade fire at combined forces near the northeastern corner of the Sangin district center in Helmand province.
Afghan troops and coalition forces returned mortar fire before maneuvering to an observation position, where they requested close-air support. Coalition aircraft arrived and dropped munitions, which demolished an enemy compound, a bunker and a vehicle.
An estimated 13 Taliban fighters died in the engagement. There were no reports of Afghan civilian injuries during the night battle.
Afghan national army and coalition forces will prevail against the Taliban fighters in Sangin district, Belcher said. We will intensify our operations to rid the area of Taliban fighters and prevent their return.
In an early-morning raid April 10 in Jalalabad, in Nangarhar province, Afghan national police and coalition forces captured one militant.
Afghan and coalition forces were targeting an anti-coalition militia commander who was responsible for attacks against combined forces in the Khogiani district of Nangarhar province. The targeted militant also was training enemy combatants in Kunar province to use improvised explosive devices, military officials said.
No shots were fired, and no injuries were reported as a result of the operation.
Later that evening near Chamkani, in Patika province, combined forces launched mortar and small-arms fire at five Taliban fighters, repelling the combatants as they attempted to attack a checkpoint located within Patan village. There were no Afghan civilian injuries reported during the separate enemy engagements.
The Taliban are no match for (Afghan National Army) and coalition forces, Belcher said. We will intensify our operations to rid Afghanistan of all Taliban fighters who harm innocent Afghan civilians and threaten the Islamic Republic of Afghanistan.

Two Terrorists Killed in Iraq, 17 Detained

WASHINGTON, April 12, 2007 Coalition forces killed two suspected terrorists, detained 17 others, and seized weapons and documents owned by terrorists during operations in Iraq over the past two days.
— Coalition forces killed two terrorists and detained four others while targeting an al Qaeda in Iraq cell south of Haditha this morning. During the operation, ground forces engaged and killed two armed terrorists when they entered a targeted building.
— In operations northwest of Karmah this morning, coalition forces captured four suspected terrorists with alleged involvement in car-bomb attacks.
— In several operations overnight in Baghdad, coalition forces captured nine suspected terrorists with alleged ties to al Qaeda in Iraq, military officials said.
“Coalition forces will continue deliberate and methodical operations in order to hunt down and capture or kill terrorists trying to prevent a peaceful and stable Iraq,” said Army Lt. Col. Christopher Garver, a Multinational Force Iraq spokesman.
In Diwaniyah yesterday, Iraqi security forces cordoned off and searched a suspected insurgents office. This raid was based on intelligence gathered by military officials and targeted a known terrorist believed to be in the office that belongs to the Organization of the Martyr Sadr, an affiliation tied to radical cleric Moqtada al Sadr.
Coalition soldiers provided security outside the office as Iraqi troops entered the office and searched for the terrorist suspect and weapons. Once inside, the Iraqi troops found hand grenades, multiple identification cards, improvised explosive device-making materials, anti-government propaganda, photos of wounded soldiers and battle-damaged vehicles, and a low-power transmitting station.
In accordance with Iraqi Prime Minister Nouri al Malikis recent directive, any buildings used for criminal or illegal purposes may be entered and searched, including those used by political parties, U.S. officials said. Additionally, Malikis directive states that when sites are used for criminal or terrorist activities, they lose any protection they may have under international law.

Bomb Squad Sent To Rancho Park Home
(CBS) LOS ANGELES Officers today arrested three brothers at a Rancho Park-area home, where they found drugs, firearms, currency and "fireworks materials," a spokesman said.
Officers went to the 10600 block of Roundtree Road shortly after 7 a.m. on a probation violation investigation, according to Los Angeles police Lt. Paul Vernon.
A bomb squad determined that the materials were not explosive, but it took about four hours to make sure the area was safe. During that time, people were kept away from the residence, but no evacuations were ordered, police said.
The names of the suspects were not immediately released.
