ARTICLE SNIPPET: “A bomb exploded in a busy market yesterday, wounding 11 people as hundreds of angry Buddhists gathered in the town centre to call for tougher security measures.

The bomb, packed with shrapnel, was placed next to a pork stall inside a water pipe left behind by construction workers. Police believe the explosion was set off by mobile phone. Two soldiers and a police officer were among the injured.

A second bomb went off in the bathroom of Yala’s main bus terminal, but there were no injuries.

Reports of four other bombs had police rushing around Yala city to defuse them. The incidents forced the authorities to cut off signals for mobile phones in the province for most of the day.

Yala’s main city, meanwhile, was crawling with soldiers, armoured carriers and Humvees, forcing local business to a virtual standstill.”

Dhaka, 12 April (AKI) - A prosecutor involved in a case against six Islamic militants in Bangladesh who were hanged two weeks ago, was shot dead by unidentified gunmen in the southern town of Jhalakathi, according to the Bangladeshi newspaper The Daily Star. Hyder Hossain was killed as he came out of a mosque after prayers near his home on Wednesday night. The Daily Star reported that Hyder had recently said that several people identifying themselves a members of the banned Islamic group Jamaatul Mujahideen Bangladesh (JMB) were threatening him over the telephone following the execution of the six JMB members.

Hyder was the special public prosecutor in the case involving the murder of two judges in November 2005 in the wake of a series of bombings in Bangladesh....

The JMB wants to establish Sharia Islamic law in Bangladesh and is one of three Islamic groups outlawed after the authorities linked them to the series of bomb attacks in 2005.

Taliban Offensive 2007

Some elements of the media have been heralding Taliban propaganda on how they are going to re-establish themselves in Afghanistan as well as the vaunted “spring offensive”. Well, here’s what is happening.

The 2006 “offensive” was extremely costly in the way of fighters, leaders, material and equipment. While they were able to gain an initial tactical surprise advantage, the Taliban moved in large groups that were easily targeted by coalition air power. As a result they lost a lot of fighters. As the winter of 2006/07 progressed, selective targeting took out many key leaders, hurting their capabilities even further. In the light of these significant losses, recruitment was far below what it had been in the past.

Coalition forces along with Afghan National Army units (ANA) have also taken the initiative away from the Taliban by striking out with their own offensive strikes first. This combined with the turmoil in the Taliban/AQ sanctuary (see next paragraph) has left them ill prepared to respond to.

While the Pakistani government basically ceded Waristian to the Taliban and AQ, a funny thing started to happen – they started fighting among themselves. Significant fights between Taliban sympathic tribes in Pakistan have broken out with the predominantly foreign fighters of AQ. This is possibly an outgrowth over the heavy losses of the previous year and resultant infighting. Also, tribal membership and pride is important and I suspect that the foreign AQ fighters intruded far too much on their guests hospitality.

The vaunted ‘thousands’ of suicide bombers the Taliban have claimed ready to use have so far been a resounding failure. In the attempts to use them, they have missed their targets, set them off prematurely or have been intercepted enroute. Failures in this tactic make it less likely that many will be willing to try and do better in the face of lowered morale.

Finally, the Taliban have been losing the PR fight to win the hearts of the Afghanies. Thwarted at military dominance, they have used selective bullying tactics against schools and other efforts to improve the life of the Afghans. The Afghans in turn have realized that the Taliban do not have their best interests in mind and are more supportive of the coalition and Afghan government. On source considers this strategy of being one where if the Taliban are not only hated but feared.

I expect that the Taliban ‘offensive’ will be less than spectacular or effective. They have serious issues that are currently tearing them apart. If they begin to move, early indicators suggest that they will once again use larger formations of men as in 2006. This will be like shooting ducks in a barrel for coalition forces.

In Alabama, the Huntsville-Madison County Emergency Management Agency, in cooperation with the Department of Homeland Security, local schools and hospitals and businesses, has identified facilities suitable for public shelters against nuclear and radiological attacks for nearly half of the area’s 300,000 people.

Spending only tens of thousands of dollars, the agency has successfully trained 78 shelter managers and is in the process of attempting to identify and secure more facilities to protect the public from the effects of radiation following a nuclear event.

“Beyond identifying usable shelters, the community must be properly trained for operating a shelter,” says Kirk Paradise, plans coordinator for the Huntsville/Madison County Emergency Management Agency. “In our study, we outline a command and support organizational chart vital to successful shelter operation. This training can easily be implemented into a citizen emergency response training course.”

The agency also is awaiting grants for the installation of the once-familiar fallout shelter signs that would guide the public to the nearest facility in the event of a nuclear accident or attack.”
