If that were to be done, we would first have to outlaw partisan redistricting and require compact legislative distrcits which conform closely to county, city, and regional lines. Otherwise, the makeup of the Senate would be badly distorted and not at all reflect the will of the populace.

Of course, every road or building in the state is now Robert Byrd this or Robert Byrd that. Cant wait 'til they have to add Memorial to all the signs, the state won't be able to afford it, and the money from DC will have stopped flowing.
