British intelligence officials said they believe that al-Qaida has a secure base in Pakistan's Waziristan region and is planning terrorist operations.

The group is reaching out to Muslims in North Africa, The Telegraph reported. Last year, the Salafist Group for Preaching and Combat, an Algerian terrorist group, merged itself into al-Qaida, a move announced by Osama bin Laden's chief lieutenant, Ayman al-Zawahiri, in a tape promising action against the "apostates" in the Algerian government and "the treacherous sons of France."

Al-Qaida is also believed to be planning expansion into Lebanon and Syria, the newspaper report said.

Three Salvadoran Nationals Indicted on Racketeering Charges
for Participation in Violent International Gang

Indictment Alleges Two MS-13 Leaders Ordered Gang Murders in United States from Inside Prison Cells in El Salvador

WASHINGTON – A federal grand jury in Greenbelt, Md., has charged leaders of the violent street gang known as MS-13 with federal racketeering crimes, including two men who allegedly ordered murders inside the United States from their prison cells in El Salvador, Attorney General Alberto R. Gonzales announced today.

The 30-count superseding indictment returned June 4, 2007, alleges that the three defendants—Dany Fredy Ramos Mejia, aka “Sisco,” Saul Antonios Turcio Angel, aka “Trece,” and Rigoberto Del Transito Mejia Regaldo, aka “Ski”—conspired to participate in a racketeering enterprise in the United States and El Salvador that involved murder, robbery, obstruction of justice, and witness tampering through their participation in La Mara Salvatrucha, or MS-13. Two of the defendants allegedly communicated with MS-13 gang members from prison in El Salvador to commit a variety of crimes, including one instance which resulted in the murders of two persons in the United States.

Specifically, the indictment alleges that the three defendants and at least 13 others in the United States conspired from at least 2001 to March 2007 to operate an MS-13 enterprise in the United States and El Salvador through a pattern of racketeering activity, including: eight murders in Maryland and one in Virginia; the use of deadly weapons including firearms, baseball bats, machetes, bottles or knives in the commission of murders, attempted murders, and assaults on juvenile females, rival gang members, and an MS-13 gang member from El Salvador; kidnapping; robbery; obstruction of justice; and witness tampering.

“Today’s announcement results, in part, from a series of comprehensive anti-gang initiatives undertaken by the Department to target and pursue America’s most violent and dangerous gangs,” said Attorney General Gonzales. “I also want to acknowledge the cooperation provided by officials in the government of El Salvador who have strongly demonstrated their commitment to combating MS-13 and other violent gangs that operate in El Salvador, and elsewhere in Central America, Mexico and the United States.”

Among other things, the indictment alleges that in or about September or October 2004, Mejia and Angel produced a videotape of themselves and fellow MS-13 gang members in El Salvador, in which they communicated to MS-13 gang members in Maryland regarding the activities of MS-13 in El Salvador. The indictment also alleges that on or about Oct. 9, 2005, Angel communicated with members of the Teclas Locos Salvatruchos clique in Maryland via cell phone from inside prison in El Salvador regarding acts of violence, including murder, against rival gang members, and that later that same day, other gang members in Maryland killed two people and wounded a juvenile.

The indictment also alleges that on or about Aug. 21, 2005, Regaldo participated in the premeditated murder of Anber Juarez Sanchez in Howard County, Md. The indictment further alleges that on or about May 27, 2006, Regaldo and others participated in the armed robbery of a grocery story in Reisterstown, Md.

All three defendants are currently incarcerated in El Salvador on charges for crimes allegedly committed in that country. If convicted, each defendant faces a maximum sentence in the United States of life in prison for conspiracy to participate in a racketeering enterprise. All defendants are presumed innocent under the law until and unless convicted.

“This indictment is an example of the strategic approach that the Department of Justice has taken to combating the international and multi-jurisdictional problem of violent gangs,” said Assistant Attorney General Alice S. Fisher of the Criminal Division. “We have marshaled our resources to ultimately target the leadership of these gangs, whether on the streets of our neighborhoods or in cities abroad.”

“Federal, state and local law enforcement authorities are united with our international partners in pursuing gang leaders who direct criminal activity as well as members who carry it out,” said U.S. Attorney Rod J. Rosenstein of the District of Maryland. “If you join a gang that commits crimes, you can be held accountable for all criminal activity committed by other gang members.”

“MS-13 is a criminal organization that has terrorized our nation’s neighborhoods and jeopardized community safety for far too long,” said Acting Director Michael J. Sullivan, Bureau of Alcohol, Tobacco, Firearms, and Explosives. “This indictment sends a strong signal that anyone who joins the gang and participates in violent acts on its behalf will continue to be brought to justice, no matter where they may hide.”

“This indictment should send a message to MS-13 and other gangs that their violence will not be tolerated in our streets and our neighborhoods, and we will not permit gang leaders to seek refuge outside of our borders to commit crimes within the United States,” said Assistant Director Kenneth W. Kaiser, FBI Criminal Investigative Division. “The FBI’s MS-13 National Gang Task Force, in partnership with local, state, federal and international law enforcement, is working diligently to dismantle MS-13 and eradicate the threat it poses around the world.”

Attorney General Gonzales announced in San Salvador on Feb. 5, 2007, a far-reaching set of anti-gang initiatives in cooperation with El Salvador, Mexico, and neighboring countries. The February announcement included the establishment of a new Transnational Anti-Gang Center (TAG), including up to a dozen investigators from the Civilian National Police (PNC) in El Salvador, embedded prosecutors from the El Salvador Attorney General’s office, special FBI teams assigned to El Salvador, and State Department support. The effort to stand up the TAG center is underway, and PNC investigators who are part of the new center assisted in the investigation in this case.

In matters related to this case to date, 42 MS-13 gang members have been charged with various federal offenses, with 30 defendants charged in this RICO conspiracy case. Jose Hipolito Cruz Diaz, a/k/a “Pirana,” Omar Vasquez, a/k/a “Duke,” and Henry Zelaya, a/k/a “Homeboy,” were convicted at trial by a federal jury on April 27, 2007, of the racketeering conspiracy and face a maximum sentence of life in prison. Edgar Alberto Ayala, a/k/a “Pony,” and Oscar Ramos Velasquez, a/k/a “Casper,” were convicted at trial by a federal jury in November 2006 of racketeering conspiracies. Ayala was sentenced on June 1, 2007, to 35 years in prison, and Velasquez faces a maximum sentence of life at his sentencing scheduled for July 23, 2007. Nine defendants, all of Maryland, have pleaded guilty, including: Walter Barahona, who was sentenced on April 16, 2007, to 14 years in prison; Franklin Mejia Molina, who was sentenced on Dec. 4, 2006, to more than nine years in prison; and Juan Lopez, who was sentenced on Oct. 16, 2006, to 87 months in prison. Jose Pena Aguilar was sentenced to 10 years in prison on Nov. 6, 2006, for using a firearm in furtherance of a racketeering conspiracy, to be served consecutive to a 20-year sentence received in the Circuit Court of Prince George’s County for attempted murder.

The charges span three states, three federal districts, and two countries. In addition to the murders in Maryland and Virginia, and the conduct in El Salvador, the indictment also alleges a relationship to alleged MS-13 gang members and activity charged recently by a federal grand jury in Nashville. That indictment charges 14 defendants with RICO and gun charges and is being prosecuted by the Criminal Division’s Gang Squad and the U.S. Attorney’s Office for the Middle District of Tennessee.

The charges stem from a long-term investigation initiated by the U.S. Attorney’s Office for the District of Maryland, conducted jointly with the Gang Squad of the Criminal Division at the U.S. Department of Justice and a task force headed by the ATF. The Regional Area Gang Enforcement (RAGE) Task Force is comprised of agents and officers from the ATF; the Federal Bureau of Investigation; the Bureau of Immigration and Customs Enforcement (ICE) at the Department of Homeland Security; the Maryland National Capital Park Police; the Prince George’s County, Howard County and Montgomery County Police Departments; as well as the Maryland State Police. Both the FBI’s MS-13 National Gang Task Force and the PNC in El Salvador assisted the Task Force with investigating the international defendants in El Salvador.

Assistant U.S. Attorneys James Trusty and Chan Park from the District of Maryland and Trial Attorney David Jaffe from the Justice Department’s Gang Squad are prosecuting this case.

Ms. Fisher and Mr. Rosenstein thanked Prince George’s County State’s Attorney Glenn F. Ivey, Montgomery County States Attorney John McCarthy, and Fairfax, Va., Commonwealth’s Attorney Robert F. Horan Jr. for the assistance that they and their offices provided.

Measure Will Update DOE National Security Policies

Washington, D.C. – Congressman Duncan Hunter (CA-52) announced today that he has introduced legislation in the House of Representatives to reestablish security at our nation’s nuclear laboratories. The “Nuclear Secrets Safety Act” requires the Department of Energy (DOE) to perform a complete inventory of documents and devices containing Restricted Data and present this information to Congress. The legislation also directs the DOE to update their identification policies requiring more secure procedures to be in place for those with access to national security laboratories, including polygraph examinations, and requires that all combinations of nuclear vaults be changed within 30 days after the bill becomes law.

“The Clinton-Gore Administration has, through fumbling incompetence and short-sighted policies, lost critical defense secrets,” said Hunter. “The recent incident at Los Alamos National Laboratory is indicative of the irresponsibility and disregard this administration has given to protecting America’s national security. This legislation begins to correct the problem.”

Since 1996, there has been the transfer of missile technology to China, inadequate tracking of supercomputers, the discovery of a Communist spy at our national laboratory, the failure to remove this same individual for 17 months, and missing computer data containing nuclear secrets. The “Nuclear Secrets Safety Act” is expected to be referred to the House Armed Services Committee where, as a member, Congressman Hunter will attempt to expedite the committee’s consideration so it may be debated by the full House in the near future.

Terrorists Using Chlorine Car Bombs to Intimidate Iraqis

WASHINGTON, June 6, 2007 – Anyone who doubts that al Qaeda would use chemical, nuclear or biological weapons need only look at the terror group’s attacks in Iraq, Defense officials said.

Al Qaeda and affiliated groups have used chlorine gas in attacks against civilians, Iraqi forces and coalition forces at least 15 times since October, according to U.S. officials in Baghdad.

“Chlorine is used by terrorists with the intent to harm or kill large numbers of civilians,” an official said. “The attacks show that the terrorists are adaptable, but it reflects more on their maliciousness than their sophistication.”

The first documented chlorine attack was Oct. 21, 2006, in Ramadi, a Multinational Force Iraq spokeswoman said. In that attack, terrorists drove a car bomb with 12 120 mm mortar shells and two 100-pound chlorine tanks. The attack wounded three Iraqi policemen and a civilian.

The first attack that received media attention was at Taji, where terrorists remotely detonated a 5-ton truck packed with 100 pounds of high explosives and two 1-ton chlorine tanks. The attack killed one civilian and wounded 114 others.

Other chlorine attacks occurred in Fallujah, Balad and Ramadi. The most recent attack was June 3 against Forward Operating Base Warhorse, in Diyala province. Again, a suicide car bomber launched the attack, and officials estimate it included two tanks of chlorine and 1,000 pounds of explosive. The cloud from the attack blew over Warhorse and sickened 65 servicemembers, Multinational Force Iraq officials said. All were examined and returned to duty.

Officials in Baghdad cannot tell from their records if anyone has died from chlorine inhalation. A Multinational Force Iraq spokesman said there are anecdotal reports that while the blasts from the attacks have killed, few have died solely from the gas. “We hear that an old man and some babies may have been killed, but we can’t pin that down,” the spokesman said.

“We have seen attempts made by insurgent forces – al Qaeda in particular – to use debilitating agents like chlorine in their (improvised explosive devices and car bombs) to cause casualties beyond just concussion and blast,” Pentagon spokesman Bryan Whitman said.

Whitman said the attacks have been of limited effectiveness, but that does not lessen concerns. “We continue to look at ways to prevent those materials from making their way to those who plant explosive devices,” he said.

This is a difficult proposition because many chemicals, like chlorine, have legitimate civilian uses. Chlorine is used to purify water and in other industrial processes.

Without getting into details that could jeopardize operational security, U.S. servicemembers have gear to protect them from such weapons, a Pentagon official said. So the terrorists aim the weapon at civilians in an effort to intimidate populations.

“The car bombs themselves are designed to target innocent civilians,” Whitman said. “It reflects the brutality of the enemy we are facing and the total disregard of life to use such an indiscriminate nature.”

Four Suspected Terrorists Killed, 23 Detained in Iraq

WASHINGTON, June 6, 2007 – Coalition forces killed four terrorists, detained 23 others, and discovered multiple weapons caches during recent operations targeting al Qaeda in Iraq.

Based on information from a suspected terrorist detained in earlier operations, coalition forces today detained two suspected terrorists associated with an al Qaeda in Iraq leader believed to have close ties to terrorist leader Abu Ayyub al-Masri in Anbar province, military officials said.

Coalition forces also detained three suspected terrorists believed to be involved with numerous kidnappings and murders in a coordinated raid.

In Mosul, coalition forces detained one suspected terrorist today during operations targeting an al Qaeda in Iraq cell responsible for recent bombings in Irbil and Kirkuk. During the course of the early morning operations, two vehicles drove at coalition ground forces. The coalition forces attempted to stop the vehicles, then engaged the vehicles, killing one terrorist.

“We continue to chisel away at the al Qaeda in Iraq network, deliberately and methodically dismantling their ability to harm the people of Iraq,” said Army Lt. Col. Christopher Garver, a Multinational Force Iraq spokesman.

In operations yesterday, coalition forces raided a Baghdad residence known to be a safe house. As forces secured the targeted building, numerous suspected terrorists attempted to flee and were detained by ground forces. One terrorist made continuous hostile attempts to evade the ground forces and refused to listen to instructions given by the interpreter with soldiers. Coalition forces responding in self-defense engaged the terrorist, killing him. Three suspected terrorists also were detained during the raid.

Yesterday in Baghdad, Iraqi security forces prevented a female extremist from injuring and killing others when she detonated a concealed explosive device near the main entrance of the Iraqi National Police Academy in the Adhamiyah district.

The woman approached the main gate at the academy and was ordered to stop by security forces after an Iraqi soldier saw her adjusting a vest underneath her clothing. The attacker continued to approach the gate, and after another verbal warning followed by a warning shot, she started running toward a crowd of national police recruits.

Iraqi army troops opened fire on the woman, and she detonated the explosive device, killing herself. No Iraqi security forces or police recruits were injured in the attack. The failed suicide attack occurred one day after a recruiting drive, in which hundreds of Iraqi citizens volunteered for service at the training academy.

In earlier operations, coalition aircraft conducted precision air strikes against anti-aircraft weapons northwest of Iskandariyah on June 4, officials said.

An AH-64 Apache attack helicopter from the 4th Squadron, 227th Attack Reconnaissance Battalion, was providing aerial security for ongoing operations when paratroopers spotted an anti-aircraft artillery piece not far from a house they were raiding. The helicopter destroyed the artillery piece with two missiles to prevent it from being used against Iraqi or coalition forces in the area. In the last three days, the paratroopers and helicopter squadron have destroyed seven anti-aircraft weapons.

During an operation June 2 to 4 targeting al Qaeda in Iraq activities in Balad, coalition forces detained 11 suspected terrorists for their involvement with al Qaeda, uncovered seven weapons caches and found a fully assembled car bomb.

As coalition helicopters were dropping off the assault force to begin the operation, the helicopters began receiving small-arms fire, military officials reported. The assault force on the ground also began receiving small-arms fire, and coalition forces called in an air strike to engage the enemy. Two terrorists armed with AK-47s and grenades were killed.

Local Iraqis led coalition forces to seven separate weapons caches in the area. One of the caches was concealed in a small, man-made cave and contained a rocket-propelled-grenade launcher and rounds, a light machine gun, anti-personnel rounds, various ammunition, four bayonets, military-style assault vests, and black masks. Another cache buried in a barrel contained small arms, a gas mask and chemical agent, a first aid kit, five assault vests, and 1,000 rounds of ammunition.

Five of the caches contained military-style uniform components, including Iraqi army uniforms, U.S. military-issue boots, camouflage clothing and black masks, as well as anti-aircraft artillery rounds, small arms and electronics.

“The people are choosing to reject al Qaeda’s vision for Iraq,” Garver said. “Our continuing operations to eliminate the weapons of the terrorists disrupt their ability to attack innocent Iraqis.”

Afghan, Coalition Forces Conduct Successful Operations

WASHINGTON, June 6, 2007 – Afghan and coalition forces detained 19 suspected militants, killed two dozen enemy fighters and discovered numerous enemy weapons during operations in Afghanistan over the past three days, military officials reported.

In operations today, Afghan and coalition forces detained 10 militants in an operation against Taliban forces in the Qalat district of Zabul province.

Coalition forces acted on credible intelligence that led them to the suspected Taliban hideout, officials said. As forces began the operation, two men fled the scene with a rocket-propelled-grenade launcher and three grenades. Coalition forces fired warning shots and apprehended the two men. A search revealed an additional eight suspected local militants.

“Taliban militants who choose to take up arms against the Islamic Republic of Afghanistan are putting themselves and those around them in jeopardy,” said Army Maj. Chris Belcher, a Combined Joint Task Force 82 spokesman. “These insurgents will be brought to justice.”

In operations yesterday, an unknown number of enemy fighters attacked elements of 1st Brigade, 205th Afghan National Army Corps, and coalition forces operating in Oruzgan province, officials said.

Afghan and coalition forces repelled two separate enemy attacks on the outer edge of Qadam village. Enemy fighters then retreated to a nearby compound and continued to fire on the friendly force. The combined force maneuvered to gain the advantage over the enemy fighters and directed coalition air support to drop munitions on the enemy position.

Afghan soldiers detained nine enemy fighters, discovered weapons, ammunition and two dead fighters during a follow-on search of the compound.

During operations June 4, an unknown number of enemy fighters attacked 209th Afghan National Army Corps soldiers and coalition forces in the Shah Wali Kot district of Kandahar province.

Afghan and coalition forces received rocket and small-arms fire near a village north of Kandahar. The combined force returned fire at the enemy force then maneuvered to defendable fighting positions. Coalition close-air support was requested and munitions were dropped on three enemy positions, officials reported.

An estimated two dozen enemy fighters were killed during the four-hour battle, and no injuries to Afghan civilian were reported.

“Enemy fighters are no match for the skill and determination of the Afghan National Army and coalition forces,” Belcher said. “We will continue to pursue and defeat all enemy fighters who threaten the Islamic Republic of Afghanistan.”

Coalition Has Nullified Taliban’s Spring Offensive, General Says

WASHINGTON, June 6, 2007 – Coalition forces have the upper hand against Afghan insurgents despite previous fears of a bloody Taliban spring offensive aided by Iranian technology, the deputy director for operations on the Joint Staff said here today.

“I will tell you, I think in fact the offensive is not theirs but ours,” Army Brig. Gen. Perry Wiggins told Pentagon reporters in a news conference.

Coalition troops have been highly active in Afghanistan’s eastern and southern sectors, Wiggins said, and the Taliban’s leadership and fighting force has suffered “serious losses.”

Mullah Dadullah Lang, the Taliban’s top military commander and “functional leader,” was killed May 11 in the Ganstrah district of Helmand province, Wiggins announced during a May 16 operational briefing here.

“Dadullah Lang was responsible for the ethnic cleansing of the Hazaras in Bamyan province when the Taliban was in power. He was the lead proponent of suicide bombings and supervised dozens of Afghan beheadings. He was also behind the recent kidnappings of a Western journalist and French aid worker,” said Wiggins, who described Lang’s death as a “serious setback” for the enemy.

Today, the general expressed concern over insurgents’ increasing use of complex asymmetric warfare tactics, including car and suicide bombings, and improvised explosive device and explosively formed penetrator attacks. EFPs are shaped charges designed to pierce armored vehicles.

“We’re taking a look at a move toward a more asymmetric type of targeting or attacks through the use of IEDs,” he said. “And a particular concern with the IEDs is the technology associated with these IEDs.”

Wiggins said military officials believe technology involved in such bombing attacks is being imported from Iran. “We have seen some technology that tends us to believe that it’s coming in from Iran. … We know there’s a flow,” he said.

Iran also is exporting technology to insurgents in Iraq, Wiggins said, citing recent statements by Defense Secretary Robert M. Gates. “Secretary Gates (talked) about the Iranian technology that seems to be flowing into Iraq. And the fact of the matter is, we need to stem that type of technology,” he said.

In Iraq, attacks involving EFPs are occurring more frequently, Wiggins said.

“EFPs are a concern,” he said. “We have seen a slight increase in that type of technology over the past several months.”

During dialogues with Iranian diplomats, Ryan Crocker, the U.S. ambassador to Iraq, addressed Iran’s problematic exportation of weapons technology, the general said.

“One of the points that he brought up is we need to thwart the influx of this type of weapon systems coming into Iraq,” Wiggins said. “The bottom line is actions speak louder than words with regard to these particular types of things.”

Accused Terrorist Transferred to Guantanamo Facility

WASHINGTON, June 6, 2007 – An accused terrorist believed to have helped al Qaeda groups in Africa obtain arms has been transferred to the U.S. detention facility at Guantanamo Bay, Cuba.

Abdullahi Sudi Arale was detained in the Horn of Africa region recently, Pentagon spokesman Bryan Whitman said today. He is suspected of being a courier between the al Qaeda network in East Africa and al Qaeda in Pakistan.

Arale is considered an enemy combatant and a high-value detainee, Whitman said.

Since his return from Pakistan to Somalia in September 2006, he has held a leadership role in the organization set up to challenge the transitional government in the country.

Defense officials said Arale has been assisting various East Africa al Qaeda-affiliated extremists in acquiring weapons and explosives. He also has helped facilitate extremist travel by providing false documents for terrorists traveling into Somalia.

Arale played a significant role in the emergence of the Council of Islamic Courts in Mogadishu. The courts have evolved into a quasi-governmental entity with troops and weaponry. They controlled Mogadishu and most of southern Somalia, but left after Ethiopian troops entered the country in December.

Arale joins about 385 detainees in the Guantanamo facility, Whitman said, adding that he will be questioned about his al Qaeda dealings. Many detainees at the facility have provided information essential to understanding how al Qaeda operates and preventing future attacks, Whitman said.

Arale will go through a combatant status review tribunal, in which he will be given the opportunity to review an unclassified summary of evidence against him and contest his enemy-combatant status. The International Committee of the Red Cross will be granted access to him.

(CBS) QUEENS A man’s sneakers tested positive for explosives at JFK airport. The sneakers were confiscated, but the man walked free. However, federal screeners didn’t tell any member of law enforcement what happened for days.

The man used the name Gamal Badawi with U.S. immigration officials last Friday at JFK airport. At the time, authorities were unable to use the computerized system that takes a visitor’s fingerprints and checks it against various databases, including the terror watch list. As a result, Badawi’s documents checked out against the information locally available at JFK.

Federal sources told CBS 2 that Badawi passed through U.S. Customs and went into the airport to connect to a Delta flight to Iowa via Chicago. As he went through security, a Transportation Security Administration screener pulled Badawi out of the line.

Suspicious Sneakers

Badawi was wearing high-top sneakers that, CBS 2 was told, had tape around them and rubber-bands sticking out of them. The screener told Badawi to take off his sneakers. They were then checked for explosives, and airport sources told us that the reading for explosives was off the charts. “The highest ever,” one federal source explained.
