Did he refuse or did he not sign???? The latter could have a lot of reasons including not being there to sign.. (not saying he didn’t refuse to sign, just making sure people check these things out..)

I read this in the article by debbie s. posted in this thread. Not one thing in that article backed up by citation. I am still not on board with any candidate yet, but I don’t want my decision swayed by unattributed hearsay.
