All jokes aside, is this statement true?

“The law prohibits anyone who is “testing the waters” from hoarding the money for use during his actual campaign.”

If so, what happens to the money leftover.
Why would they be trying to raise upwards of 5 million, if this is so?
Is it all subjective, and, based on the definition of “hoarding”?

Yes, it is true that you cannot just “test the waters” raising money. This story also ran on the news channels this weekend (without the complaint part). It may be getting legs now....
