You could not be more correct and with the right policies no one should suffer only gain .Someone will always suffer. The question is, will the benefits outweigh the pain.

If all the economists were laid end to end they would never reach a conclusion .That's true, economics can't be put in a lab to study. So there will always be discord in trade relations.
