I think it's more a matter of connecting him with Saddam Hussein... but even if not, I don't see the connection between "racial heritage" and "cultural heritage" here. 'Hussein' is pretty much a Muslim name. Most Muslims are not black, and most blacks are not Muslim, so I don't get the point. Sure, his father was both, but then, his father is a person, not a race... and a comment directed specifically at his father (however cheap or unfair) would be no more "racist" than Ann Richards talking about GHWB being born with a silver foot in his mouth.
That was below the belt, too.
