Did China's state news agency forge a photo?

A Chinese blogger has exposed the official news agency Xinhua for what appears to be a forged image. He noticed that two of the people present in the photo look remarkably similar.
The photo was taken during a visit from President Hu Jintao to the official Olympics site in Qingdao, where the watersports contests will take place. The site has been under the spotlight since it was overrun by a dangerous and polluting algae not long before the opening of the games. Hu Jintao came to the site to show the local press that the situation was under control, and to encourage athletes and organisers to double their efforts in the remaining weeks before the competition starts.

Probably both. The photo guy may have thought, “Oh! Some empty space! Let’s beautify it with more faces!” ;)
One face was used twice, but the more interesting question is - Who’s face got removed, and why?

The angle of the faces differ a little. This of course could be photoshopped, but it’s more than just copy and paste.

My guess... in true commie scumbag fashion, the person replaced in the photo fell out of favor with the murderous government after the photo was taken and now is either dead or languishes in some dank, deep jail cell.
Looks like the blue stripe on the shirt is on different sides unless there is a stripe on both sides of the shirt and we can only see one side clearly.
On second look at the other picture, I believe there is a stripe on each side.

It does seem odd to add a person. I think the other poster is right, it’s more likely he was pasted on there to cover up something or someone.
