TANNER INTRODUCES 'FUEL ACT'
John Tanner website ^ | August 6, 2008 | Rep. John Tanner(D)

I was getting ready to send a blistering email to congressman Tanner to demand drilling, opening up oil shale development, and more nuclear energy. When I went to his website, I found this.

August 6, 2008 TANNER INTRODUCES 'FUEL ACT'

Democratic bill calls for domestic drilling, seeks to lessen dependence on oil

Congressman John Tanner has introduced legislation to address the nation’s energy crisis by lifting the ban on domestic drilling, encouraging the development of alternative fuels and investing in nuclear energy.

The “Fulfilling U.S. Energy Leadership Act” (“FUEL Act”) was introduced August 1 by U.S. Reps. John Tanner (D-TN), Jason Altmire (D-PA), Joe Donnelly (D-IN), Mike Doyle (D-PA), Jim Matheson (D-UT) and Charlie Melancon (D-LA).

“As every Tennessee family knows, our country faces an energy crisis that poses serious challenges,” Tanner said. “Although there is no one solution to this crisis and no one political party or politician to blame, many of us feel that drilling for oil and natural gas has to be part of the comprehensive solution.

“In the ‘FUEL Act,’ we propose lifting the ban on domestic drilling while also investing in the development of alternative forms of energy. Both of these steps will help lessen our dependence on foreign oil.”

Among other provisions, The "FUEL Act," H.R. 6817:

Lifts the moratorium on exploration and drilling in the Outer Continental Shelf (OCS). States would be allowed to authorize drilling between 50 and 100 miles off their shores, in accordance with existing environmental regulations.

Lifts the moratorium on oil shale and tar sands leases in the West.

Establishes the Next Generation Energy and Efficiency Fund, which would dedicate up to $40 billion generated by OCS drilling for accelerating alternative energy technologies.

Authorizes the Secretary of Energy to invest those funds in the research and development of alternative fuel sources, such as electric vehicles, plug-in hybrids, smart grid technology, wind energy, solar energy, geothermal energy, hydrogen energy, marine and hydrokinetic energy, industrial energy efficiency and vehicle energy efficiency.

Provides the U.S. Commodities Futures Trading Commission with additional resources to address price manipulation and better monitor speculative limits on oil trading.

Directs the Secretary of Energy to study the impact of expanded nuclear production on energy costs and climate change, and establishes an interagency working group to identify incentives for developing nuclear energy.

Incorporates Title I of the bipartisan Renewable Energy and Job Creation Act of 2008, which originated in the House Ways and Means Committee, on which Tanner serves. Among other provisions, the fully-offset title provides tax incentives for investment in renewable energy, energy efficiency and conservation.

It looks to me like a halfway plan, short on specifics, and lacking ANWR. What do my fellow freepers think about this?? Don't hold back, he's a 'Rat!

I'll hold off on the email until I read some responses......freepers always give me good ideas.

All we need is an up or down vote on the moratorium.
Tanner’s district must be in play.
Did he vote for Pelosi for speaker?

It seems the question that should be put to these career politicians is ... "how long have you been in office?", and ... "In all those years what have you done to correct our domestic energy problems?"

I have recently watched Neil Cavuto ask a few 20 year + congress critters how long they have been in office, but he never asks the all important question. WHAT HAVE YOU DONE?

All the D's listed must be in vulnerable districts. Pelosi has told them to go ahead and support drilling if they need it to win. You absolutely KNOW that, if reelected, they won't support drilling afterward. No conscience at all.

Sounds like the above may be a stealth tax on oil. Other than that.. as others have said, half a loaf etc.

Tanner has a lifetime job in his district, even though he's a Dem, and most of his constitutiants are Republicans, active duty military or ex-military.

We NEVER run anyone against him, so I just leave that vote blank.

Tanner's job is not in jeopardy! Who knows what he is thinking. We never see hide nor hair of him in West Tenn. But, then we never hear from Marsha Blackburn, our Senator's or the Governor either.

Although there is no one solution to this crisis and no one political party or politician to blame

Really? Isn't Nazi Pelosi the one who is refusing to allow a vote on drilling? And isn't she a Democrat?

I automatically voted against him, no matter who was running, even though I knew the outcome already. Only later did I realize, in 2006, that I voted for the white supremacist guy running as a non party endorsed Republican.
You can bet I won’t do that again!

The Democrats are starting to wise up at long last. Lets take what we can and urge more Alaskan Drilling. Heck I would even be for Drilling in ALL of the National Parks if it would lower gas prices.

What do my fellow freepers think about this??

These Congressmen are farther along than their leadership, at least in the recognition of the problem and a potential solution. While I haven't read the bill in its entirety, it's a starting point for debate, based on what was posted.

While I'm all for developing "alternative energy" sources, you have to be careful about what provisions the bill has for this. Does this include nuclear power, or do these provisions establilsh a "carbon-credit clearinghouse?"

That's too bad. Even though he may vote more conseravtively, his "D" goes to the other side when it comes to counting majorities in the House.
