IA, Macedonian Rangers take weapons off streets of Baghdad

BAGHDAD – Iraqi Army soldiers and Macedonian Rangers attached to Multi-National Division – Baghdad, uncovered weapons caches in Baghdad Sept. 9.

While on patrol the Macedonian Rangers discovered a cache north of Baghdad at approximately 2:30 p.m. The weapons included two inert 550 French-manufactured air-to-air missiles and a 185 mm high-explosive projectile.

At approximately 11:30 p.m. soldiers serving with 1st Battalion, 54th Brigade, 6th Iraqi Army Division, along with its attached MND – B Military Transition Team, found a cache while on a cordon and search mission in Baghdad’s Mansour district. The cache included five concussion grenades, an RPG-7 rocket-propelled grenade, multiple wireless radio communications and monitoring equipment and a Special Groups platoon roster.

“Our Coalition forces partners, the Macedonian Rangers and the Iraqi Army, continue to make a difference every day by removing these weapons from the streets of Baghdad,” said Maj. Mark Cheadle, spokesman, MND-B and the 4th Infantry Division. “Together, we are helping to make Baghdad a safer place by disrupting Special Groups and preventing their attacks on local citizens.”

FORWARD OPERATING BASE HAMMER, Iraq – Soldiers from Multi-National Division - Center secured a weapons cache in the village of Gorziya Sept. 2.

The Soldiers, from 2nd Brigade Combat Team, 1st Armored Division, were performing a dismounted patrol, approximately 15 km southeast of Baghdad, when they noticed a suspicious duffel bag.

After securing the duffel bag, they discovered belts of PKC rounds, two magazines of 7.62 mm sniper rounds, two magazine holders and two armored vests.

The Soldiers then searched the village and surrounding area for other weapons and equipment that could be used against Coalition forces.

In that search, they found four AK-47s, one rocket-propelled grenade fin, one spool of copper wire and an old RPG launcher.

“This find is another success story in the 2nd BCT’s mission to prevent the movement of weapons and explosives into the Baghdad city center,” said Lt. Col. Jason Kirk, 2nd BCT, 1st Armd. Div. executive officer.

Iraqi SWAT teams round up criminals in central Iraq
Multi-National Corps – Iraq PAO

BALAD, Iraq – Iraqi Special Weapons and Tactics teams captured seven suspected criminals during separate operations in central Iraq Sep. 5-7.

In a Sept. 7 operation in Hashimiyah, Hillah SWAT arrested three suspected criminal members on a Ministry of Interior warrant. The individuals are said to be responsible for improvised explosive device and small arms fire attacks against Iraqi and Coalition forces.

In a separate operation Sept. 6, serving an MoI warrant, Hillah SWAT arrested a suspected criminal leader of an assassination cell in Sedah. The individual allegedly ordered an improvised explosive device attack against Coalition forces. Additionally, that individual allegedly ordered several criminal members to attack an Iraqi Police station and assassinate an Iraqi SWAT member.

In an operation Sep. 5, Hillah SWAT arrested two criminals on an MoI warrant. One of the individuals is said to be a criminal leader responsible for improvised explosive device and small arms fire attacks against Iraqi and Coalition forces. Both suspects are believed to be responsible for the 2007 IED attack against a Hillah Regional Embassy Office convoy which killed three U.S. Soldiers.

In a separate operation Sept. 5, Diwaniyah SWAT captured a suspected criminal believed to be a facilitator of explosively formed penetrators in southern Iraq.

LEBANON

September 10, 2008

This Travel Warning updates information on security threats and ongoing political violence in Lebanon and informs U.S. citizens of current safety and security concerns. The Department of State continues to urge that Americans avoid all travel to Lebanon. Americans who live and work in Lebanon presently should understand that they are accepting risks in remaining and should carefully consider those risks, especially those in Tripoli. This supersedes the Travel Warning for Lebanon issued on May 30, 2008.

Recent clashes in the northern city of Tripoli have resulted in more than twenty deaths and numerous injuries. Additionally, a bomb exploded next to a city bus in Tripoli on August 13, 2008 and killed fourteen people. The U.S. Embassy advises U.S. citizens against all travel to Lebanon, and recommends that U.S. citizens presently in Lebanon consider the risks of remaining, particularly in Tripoli in light of recent incidents there.

On May 7, 2008, Hizballah militants blocked the road to Rafiq Hariri International Airport. The action rendered the airport inaccessible and travelers were unable to enter or leave the country via commercial air carriers. Armed Hizballah and other opposition members proceeded to enter areas of Lebanon not traditionally under their control resulting in heavy fighting and a number of casualties. While there is now full access to the airport and widespread hostilities have subsided, the United States is concerned about Hizballah’s willingness to use violence to achieve political ends with little or no warning.

The threat of anti-Western terrorist activity exists in Lebanon; groups such as Al-Qaeda and Jund al-Sham are present in the country and have issued statements calling for attacks against Western interests in the past.

U.S. citizens traveling to Lebanon or resident in Lebanon should be aware that the U.S. Embassy has limited ability to reach all areas of Lebanon. The Embassy cannot guarantee that Embassy employees can render assistance to U.S. citizens in all areas of the country. Furthermore, in the event that the security climate in the country worsens, American citizens should be aware that they will bear the responsibility of arranging their own travel out of Lebanon. American citizens with special medical or other needs should be aware of the risks of remaining given their condition and be prepared to be treated in Lebanon if they cannot arrange for travel out of the country.

U.S. Government-facilitated evacuations such as took place in 2006 occur only when no safe commercial alternatives exist. Evacuation would be provided on a cost-recovery basis, which means the traveler must reimburse the U.S. government for the cost of the travel. The lack of valid travel documents (U.S. passport or U.S. visa, as appropriate) will slow the U.S. Embassy’s ability to provide assistance. Landmines and unexploded ordnance continually pose significant dangers throughout southern Lebanon, particularly south of the Litani River, as well as in areas of the country where civil war fighting was intense. More than a dozen civilians have been killed and over 100 injured by unexploded ordnance following the armed conflict in July-August 2006. Travelers should watch for posted landmine warnings and strictly avoid all areas where landmines and unexploded ordnance may be present.

The Department of State considers the threat to U.S. government personnel in Beirut sufficiently serious to require them to live and work under strict security restrictions. These practices limit, and may occasionally prevent, access by U.S. Embassy officials to certain areas of the country. Unofficial travel to Lebanon by U.S. government employees and their family members requires prior approval by the Department of State.

The Embassy is located in Awkar, near Antelias, Beirut, Lebanon. Public access hours for American citizens are Monday through Thursday, 8:00 a.m. to 11:00 a.m.; however, American citizens who require emergency services outside of these hours may contact the embassy by telephone at any time. The telephone numbers are (961-4) 542-600, 543-600, and fax 544-209.

American citizens may register with the embassy online by visiting ttps://travelregistration.state.gov/ibrs. Americans are strongly encouraged to update their registration information if it is no longer current. GEORGIA

This Travel Warning updates information on the current security situation in Georgia to include the risk of unexploded ordnance and the potential for an increased risk of crime. This Travel Warning supersedes the Travel Warning for Georgia issued August 23, 2008.

The Department of State authorized the return of U.S. Embassy eligible family members to Tbilisi on August 23, 2008. Since Russian troops remain in some parts of the country near Poti, Zugdidi, and Senaki, as well as in the conflict zones, Embassy staff and family members may only travel outside of Tbilisi with the concurrence of the Regional Security Officer.

The Department of State urges U.S. citizens in Georgia to exercise extreme caution while traveling in Georgia. Unexploded ordnance poses a risk in the areas where fighting has taken place, including in and around the city of Gori. American citizens should avoid unnecessary travel to those areas until they are reported cleared. American citizens are urged not to travel to the conflict zones of South Ossetia and Abkhazia.

While three Embassy-coordinated convoys departed Georgia for Armenia on August 10, 11, and 14, no additional convoys are scheduled. American citizens currently in Georgia are urged to continue to review their personal security situations to take appropriate action to ensure their safety. Given the recent upheaval in Georgia, American citizens should take precautions in case of an increase in violent crime. Private American citizens are encouraged to remain in close communication with the American Embassy in Tbilisi for more detailed information.

The Consular Section of the U.S. Embassy resumed visa services on August 27. The Peace Corps temporarily relocated trainees and volunteers to Armenia on August 11. Volunteers have not returned to Georgia, but the Peace Corps office in Tbilisi remains open for business.

American citizens in Georgia are advised to register with the Department of State on-line at https://travelregistration.state.gov/ibrs or in person at U.S. Embassy Tbilisi so that they can obtain updated information on travel and security. Travel in some parts of western Georgia remains unpredictable.

The temptation to pretend it's September 10th is common, I think. The problem with that is, that September 11th always follows the 10th.

Lots of thoughts and prayers going out. I know TMers understand this all too well.

September 11th brought us together and I'm grateful for getting to ‘know’ you all. I've learned probably more here than I've wanted to learn. Yep, some days it would be nice to have the Sept 10th mentality - but we TMErs know those days are behind us and constant vigilance is our new way of life.

Cindy, do you have anything about the goings on this Fri, Sept 12th in Oklahoma? I heard a partial news report on the radio that there’s extremely tight control of airspace over Oklahoma City on Fri. No small planes will be able to fly without a flight plan, at all. The report stated that they don’t know if it’s a terrorism threat, but it’s related to homeland security. DHS was tight-lipped, but stated that “it” will come to light on Friday.

I did find a NOTAM, but there’s less info in the notam than usual.

The US government has imposed financial sanctions on an Iranian shipping line and its associated companies for allegedly helping to transfer military-related cargo to Iran.

The US state department and the treasury said on Wednesday that the sanctions are against the Islamic Republic of Iran Shipping Lines (IRISL) and 18 affiliates.

How 9/11 is connected to December 13

On December 13, 2001, I was on the National Security Council staff at the White House when news came in that five terrorists had attacked the Indian Parliament in New Delhi. They apparently planned to murder as many of India’s senior political leaders and officials as possible. Fortunately, their timing was off, both Houses of Parliament had adjourned and the top leaders had just left, and the guards reacted promptly and killed all five of the terrorists.

It was clear to me immediately that even by the standards of modern terrorism this was an extraordinary attack. By targeting the legislature of the world’s largest democracy, the terrorists were deliberately seeking to provoke India to strike back. Had they succeeded in killing, say, Prime Minister Atal Bihari Vajpayee or Congress leader Sonia Gandhi, the terrorists would have left India with few options but to use force against the terrorists’ sponsors.

Major Iranian Shipping Company Designated for Proliferation Activity

Washington, DC—The U.S. Department of the Treasury’s Office of Foreign Assets Control today designated the Islamic Republic of Iran Shipping Lines (IRISL), and 18 other affiliated entities, for providing logistical services to Iran’s Ministry of Defense and Armed Forces Logistics (MODAFL).

“Not only does IRISL facilitate the transport of cargo for U.N. designated proliferators, it also falsifies documents and uses deceptive schemes to shroud its involvement in illicit commerce,” said Stuart Levey, Under Secretary for Terrorism and Financial Intelligence. “IRISL’s actions are part of a broader pattern of deception and fabrication that Iran uses to advance its nuclear and missile programs. That conduct should give pause to any financial institution or business still choosing to deal with Iran.”

MODAFL, which was designated by the U.S. Department of State in October 2007 under E.O. 13382, has the ultimate authority over previously designated entities including the Aerospace Industries Organization an umbrella group which controls Iran’s ballistic missile research, development and production activities and organizations.

IRISL is Iran’s national maritime carrier; a global operator with a worldwide network of subsidiaries, branch offices and agent relationships. It provides a variety of maritime transport services, including bulk, break-bulk, cargo and containerized shipping. These services connect Iranian exporters and importers with South America, Europe, the Middle East, Asia, and Africa.

According to information available to the U.S. government, IRISL also facilitates shipments of military-related cargo destined for MODAFL and its subordinate entities, including organizations that have been designated by the United States pursuant to E.O. 13382 and listed by United Nations Security Council Resolutions 1737 and 1747.

In order to ensure the successful delivery of military-related goods, IRISL has deliberately misled maritime authorities through the use of deception techniques. These techniques were adopted to conceal the true nature of shipments ultimately destined for MODAFL. Furthermore, as international attention over Iran’s WMD programs has increased, IRISL has pursued new strategies, which could afford it the potential to evade future detection of military shipments.

Specifically, IRISL has employed the use of generic terms to describe shipments so as not to attract the attention of shipping authorities and created and made use of cover entities to conduct official, IRISL business. For example, in 2007, IRISL transported a shipment of a precursor chemical destined for use in Iran’s missile program. The end user of the chemical was Parchin Chemical Industries, an entity listed by the United States pursuant to E.O. 13382 and listed in UNSCR 1747 as a subordinate of Iran’s Defense Industries Organization (DIO).

Also designated today were 17 entities, which were found to be owned or controlled by or acting or purporting to act for or on behalf of, directly or indirectly, IRISL. These entities are:

Today’s designations reinforce United Nations Security Council Resolution 1803 of March 2008, which among other things, calls upon all States, in a manner consistent with their national legal authorities and international law, to inspect IRISL cargoes to and from Iran, transiting their ports, “provided there is reasonable grounds to believe that the vessel is transporting prohibited goods” pursuant to UNSCRs 1737, 1747 and 1803.

These designations also highlight the dangers of doing business with IRISL and its subsidiaries. Countries and firms, including customers, business partners, and maritime insurers doing business with IRISL, may be unwittingly helping the shipping line facilitate Iran’s proliferation activities.
