Gotovina’s time in South America had to do with being a part of the French Foreign Legion...similar to how Milorad Ulemek, the man who planned the assassination of Djindjic and who was Arkan’s right hand man in the Tigers, served worldwide.

The S-300 is an air defense system. Air defense systems are regarded as defensive weapons. So much so that the exportering country doesn’t have to legally announce it on the U.N. Arms Register.
You are thinking about the likes of the Missile Technology Control Regime (MCTR). That is to do with ballistic offensive weapons and cruise missiles.
The S-300 system can be legally sold to whoever wants it. Russia has sold S-300s to the likes of China, Vietnam and Greece. It has also offered S-400s to Turkey to fulfil its SAM requirements.
The newspaper article is simpy very poor journalism. Croatia is not going to through away its NATO/Partnership for Peace future on such a stupid move. The story falls apart with the claims of Libyian naval ships. Libya rolled over to the west after Iraq was invaded. Western defense manufacturers are lining up to re-equip Libya with western arms. Even Libya isn’t daft enough in assisting Iran obtain weapons.
Again a lot of hype. It was the likes of Debka that gave Syria an advanced air defense system. The Israelis skirted and used Turkish airspace to strike an undefended target in the Syrian desert. The Syrians took the gamble in not bringing attention to the site by not deploying SAMs around it. They gambled and lost. It was poor media such as Debka that gave Syria advanced Russian air defense systems.
