Serious liberal gerrymandering going on in Ontario, keeps the Conservatives from gaining more seats:

42 seats, 32 go Lib, 8 Tory, 2 Dips.

How are the boundaries of ridings determined? Are they drawn by the provinces?

Federal riding boundaries are drawing by a non partisan boundaries commission. Parliament used to do it but they invited accusations of gerrymandering. Today its all done according to objective criteria.
