I understand that culture drives what these guys can get away with. That is a good observation. Sadly, with an "enabling" culture, you end up in a downward spiral, which you are adeptly pointing out.
On a technical side, a culture is nothing more than the sum of the behaviours of its individuals. To change the culture,you need to change the behaviour of individuals. In some cases, that means applying the existing law. In other cases, it means writing new laws. Nonetheless, this disagreement we might be having is secondary. We both acknowledge that this is a class of cultures and that now is the time to step up our attack.
