It’s the difference between 110vac and 220vac. They learned that trick from some CIA old-timers but forgot to do the math conversion on the difference between Indian and American outlet voltages.
Also, waterboarding is slightly superfluous when your subject is wounded and laying in a hospital surgery with an array of scalpels, forceps, defibrillators, and psychoactive drugs.
