As I understand it, she never certified that he was eligible, thus no document was ever requested. Basically she did not do her job, which is why I believe this case has a solid chance of being heard.
Do the States require a Birth Certificate for filing in the first place or will they accept any Federally recognized document stating you are a citizen such as a passport, driver’s license, etc?
