This has always been the case. I used to be on the Mental Health Board in Valdez, and the major problem we dealt with was alcoholism. At one point, I believe the statistics went something like this: "Roughly speaking, ten percent of people in the United States who drink are alcoholics. In Alaska, ten percent of the population is alcoholic." Talk about scary.
I saw a special on TV about a small Alaskan town that described itself as a "Drinking Village with a Fishing Problem".
I still laugh when I think of it.
