You're thinking of Minority ReportIn the book, and more so in the movie, the protagonist was running from the police for a murder he had not yet committed. Along the way, advertisements were addressing him by name.

It occasionally gives me the willies when a clerk, to whom I haven't been introduces, addresses me by first name after I use a debit card, so I can imagine what Mr. Anderton felt like
